Bruns General Manager At the February Board meeting the Directors of the Upper Guadalupe River Authority voted to take the lead in exploring the feasibility of obtaining State matching funds for a Kerr County Regional Water Supply Planning Study. Following visits with representatives of the Texas Water Development Board (TWDB) and recognizing Kerr County is in an identified critical ground water area and knowing that historically the Guadalupe River flow diminishes to zero in times of extended drought, it appears qualifying for matching funds has good possibilities. A study scope having an estimated cost of $150,000 has been developed in coordination with the TWDB staff. More details are provided in the attached information paper. To permit the broadest input and the greatest potential application of the study fundings in preparing for the growth of Kerr County, it is felt participation of all appropriate Governmental entities as sponsors would be highly desirable. The undersigned and Jim Fries of the TWDB would like to brief the Commissioner's Court on the study details and seek the court's potential interest or more desirably an indication of a preliminary commitment to being one of the study sponsors. It is highly desirable that the proposed attached letter requesting financial assistance be submitted to the TWDB as soon as possible. General Manager BWB/pf Enclosures: INFORMATION PAPER REGIONAL WATER SUPPLY PLANNING STUDY FOR KERR COUNTY PURPOSE: To identify regional water supply and facility options that could be considered in meeting future growth in Kerr County. IMPETUS: Designation of Kerr County as a critical groundwater area by the Texas Water Commission, plus diminishment of flow on the Guadalupe River to ..zero in times of drought, both demonstrate a need to identify alternative solutions to regional water needs. POTENTIAL PARTICIPANTS: Cities of Ingram and Kerrville, Kerr County (represented by Commissioners Court) and UGRA PROPOSED STUDY: The proposed planning study would be accomplished in two places. Phases I would include: a. An inventory and quantification of the ground water and surface water available in Kerr County; b. A projection of the amount of water that can be used without long-term depletion of resource; c. An evaluation of the feasibility of extending the conjunctive use of water within Kerr County; d. Development of county-wide Water Conservation Plan. Phase II would include: a. Development of facility for various alternative regional facilities; b. Costing of necessary facilities defined; c. Evaluation of potential source of funding for feasible alternative. COST: Based upon consultation with TWDB, knowledgeable consultants, and UGRA staff experience, a suitable study could be performed for $150,000, over an 18-month period. FUNDING: A request would be made to obtain matching (50°s) funding through Texas Water Development Board (TWDB) from the Texas Regional Water Supply Facilities Planning Fund and the local sponsors would provide the residual suggested funding. (2) Potential participants agree in principal, on participation and individual funding levels. (no actual commitment of funds is necessary at this point). (3) A letter is submitted to TWDB (proposed draft is attached), requesting the Board to consider joint financial assistance. (4) TWDB approves assistance and requests proposals from interested political subdivisions having jurisdictional authority to potentially construct and operate facilities can be eligible for assistance. (5) Potential participants submit technical proposal (it is suggested that an appropriate engineering consultant participate in preparation of the proposal at no cost to the potential participants, but that this consultant not be guaranteed a contract to perform the work pending all appropriate approvals of funding). (6) TWDB evaluates proposals received and approves funding. (7) Agreement for joint sponsorship of a water supply study be executed by the sponsors. (8) A study management committee, with representation of each sponsor, be established. (9) Potential participants take appropriate steps to actually fund the study. Consultants authorized to proceed when all finding is in place. ADDITIONAL CONSIDERATIONS: a: UGRA is currently studying aquifer storage and recovery in the Kerrville area. This will require groundwater model computer simulations, and will be based upon new and unique field data. Combining the ongoing UGRA study would allow regional computer modelling and facilities planning studies to be performed at less cost than otherwise would be required, and would consolidate consideration of surface and ground water resources on a regional basis. Subject to sponsors' agreement, this would result in a sole source contract with the UGRA consultant, CH2M Hill and would preclude requesting proposals from other engineering consulting firms. b: The identified study scope of work probably could not be accomplished for proposed cost without using the ground water computer model being funded by UGRA for the ASR project. Further, the final development of the model cannot be completed until final field and aquifer data becomes available in fall of 1990. Considering the area's current depressed economic condition, Kerr County governmental entities would find it difficult, if not impossible, to fully fund the identified regional water supply planning that is critically needed. Consequently, 50 percent matching grant assistance through the Texas Regional Water Supply Facilities Planning Program (Fund) would be extremely beneficial and critical for the county-wide water supply planning effort to proceed. The proposed planning study would be accomplished in two phases. Phase I would include: a. An inventory and quantification of the groundwater and surface water available in Kerr County; b. A projection of the amount of water that can be used without long-term depletion of the resource; c. An evaluation of the feasibility of extending the conjunctive use of water within Kerr County; d. The total planning study is estimated to cost $150,000, with $90,000 allocated for Phase I and $60,000 for Phase II. It would be hoped that the study could begin during October 1990, with Phase I completed before 1 September 1991, and Phase II completed by March 1992. It is anticipated local sponsors would be the Upper Guadalupe River Authority, Kerr County Commissioners Court, City of Ingram, and the City of Kerrville. The Upper Guadalupe River Authority would likely be the regional applicant, with appropriate co-applicants. On behalf of the anticipated local sponsors, Texas Water Development Board consideration of providing financial assistance for the above-described Kerr County Regional Water Supply and Facilities Planning Study is herewith requested.
