AUTHORIZATION FOR ROAD ENGINEER, GERALD MENEFEE,
TO ADVERTISE FOR BIDS TO RECONSTRUCT EAST AND WEST
SPICER ROAD
On this the 23rd day of August 1990, upon motion made by
Commissioner Morgan, seconded by Commissioner Ray, the Court
unanimously approved by a vote o! thr~• to authorize the Road
Engineer, Gerald Menefee, to advertise for bids to
reconstruct East and West Spicer Road. Said bids are to be
received in the County Clerk's Office by 5:00 P. M. on
Wednesday, September 19, 1990 and are to be publicly opened
on Thursday, September 20~, 1990 at 1:30 P. M. during Special
Commissioners' Court.

1. SPECIFICATION SECTION 0230 BASE MATERIAL, 3.2D:
The Penetrating emulsified Prime (AEP) app lication sha17
consist of a 50-50 mixture of AEP and water applied at a
rate of 0.2 gallons per square yard.
2. SPECIFICATION SECTION 0320 TWO COURSE SURFACE
TREATMENT, 2.2 AGGREGATE:
The only type of aggregate to be allowed for the two
course surface treatment shall be precoated limestone
rock and sha71 conform to Item No. 304, "Aggregate
surface Treatment," State Department of Highways .and
Public Transportation (SDHPT) 1982 Standard
Specifications.
