Mr. Koennecke's duties are as defined in Gerald Menefee's Memo dated November 27, 1990, a copy of which is hereby attached and made a part hereof, to settle disputes on equipment use and between crew members. Menefee Kerr County Engineer Re: On going Protects and Concerns in the Road and Bridge Department This memorandum was written to advise the Commissioners Court concerning the following: I. Administrative Concerns II. Ongoing Protects I i I. Proposed Protects for 1991 Season I. Administrative Concerns Without a County Engineer in place to administer the Road and Bridge pepartment (RBD), the responsibility of the department administration falls to the Commissioners Court. I recommend the following be instituted by the Court during the interim while a new County Engineer is being sought. Field Crew Administration -This should be placed under the leadership of Doug Koennecke. Since there will eventually be disagreements among the various crews concerning equipment, etc., it is important there be someone to arbitrate these disputes. Doug is knowledgeable concerning the entire operation and would make a good interim field manager. 2. Office Administration -Invoice processing can be handled by Truby Hardin the current RBD secretary. It 1s the Court's responsibility to designate someone to approve all invoices in the interim. If this were to be given to Truby, it is my opinion she be elevated to at least an administrative assistant's grade which would place her salary at $17,793 per year. The tob description and her current pay scale is not appropriate far administrative duties of this nature. In addition, Truby should maintain work hours of 7:30 a.m. to 4:30 p.m. so that she will be able to talk with crew members first thing in the morning concerning new complaints. 3. Otflce Computer -There 1s some concern the Macintosh II computer will be removed from the RBD. It is important that another be purchased to replace it. The current county road system list is on this system. In addition, Truby Hardin has developed a way of keeping track of all the Incoming citizen complaints. 4. Subdivision Administration -The individual Commissioners should be able to handle this (n their respective precincts. It is imperative that the current subdivision regulations be updated in the very near future. S. Floodplain Administration -Someone will need to be appointed by the Court to evaluate development in the flood plains. It was suggested that I personally talk with the City Engineer concerning him as an interim administrator, I feel this is inappropriate as the Court will need to obtain permission of the City of Kerrville . In addition, some sort of compensation schedule will have to be worked out with the City to reimburse them for the time the City Engineer expends on County work.. This section deals with those projects which need immediate supervision by the Court to insure their completion. A. Spicer Road Easements All easements granted by property owners on East Spicer Road need to be approved and signed. 2. Paving - If weather becomes too cold to pave the roads, it is advised that a change order be granted the Contractor to treat those unpaved sections with calcium chloride to harden the exposed base. This should stabilize the base surface until such time that the paving can be completed. B. Lehman Drive -Work is essentially complete on this project. i have talked with the Contractor concerning the erection of guard rails as an add-on to the contract. I suggest the Contractor supply the posts and set them. The rail itself would be provided by RBD out of stock purchased from the the State Department of Highways and Public Transportation which is stored on the Ag Barn property near the American Legion Hali. It is particularly important that the lower portion near the old Lehman residence have guardrails due to the steep nature of the slope there. The east shoulder on the upper portion needs to be reviewed, as well as, trimming some brush back. C. Monroe Drive -That portion of this road which adjoins Cecil Burger's residence must be realigned. D. Surveying -The following projects have been approved by RBD for action by the County Surveyor. 1. Survey Prine and Couttress rlght-of-way (ROW) in Turtle Creek. (Pct. 1). 2. Establish ROW for a portion of Gay Dr. in.Hiil Country Ranch Estates(Pct. 3) 3. Topagraphic survey for proposed Lindner Road realignment (Pct 3). E. Cedar Cliff Loop Road - is being treated with oil and base stiffener as a temporary measure unti 1 the matter of the removal from the ROW of Duke Carson's garage is resolved. That portion of the roadway abutting t~lr. Larsen and the Show's properties wilt not be treated as a portion of the roadway is on the Shows property. F. Mountain Drive -Base should be oiled and reworked to preserve it through the winter. In addition, all personal items in the ROW, as well as, water lines and meters need to be relocated. G. Ranchero Road at Nlmitz School -Rework base and pave surface. For a long term solution it would be desirable to use hot mix asphalt, for the short term use a seal coat. i 11. Proposed Pro sects The following list of projects involves those i feel have a high priority for the coming 1991 year. i. Precinct ~` 1 A. Turtle Creek Subdivision i. Realign Keith Boulevard where it intersects with Turtle Creek Road. ii. Base and pave Prine Road and a portion of Coultress Road. B. Kerrville South II Subdivision -Pave and rebase Twin Springs and Codrington Road. C. Ranchero Road -Authorize Deli Voelkel to begin plans and specifications for Ranchero Road between State Highway 16 and Loyal Valley Road. I am recommending Voelkel to do the engineering work as they are preparing the wastewater plans 1n the ROW, as well as, the fact that they already did the roadway cross sections a couple of years ago. I n order to match City of Kerrvl) le standards, i t i s recommended that a 36' wide curbed roadway be constructed using recycled base material. 2. Precinct ~2 A. Stoneleigh Road -Reconstruct approximately a mile and upsize culverts on that portion near the second intersection with Red Bird Loop coming from State Highway 27. B. Elm Pass Road -Reconstruct about a mile of roadway south of the Verde Creek Bridge. Improve drainage between Verde Creek Bridge and FM 480 by clearing out ROW on west side of road. C. Oakwood Subdivision -Improve drainage in various areas and reconstruct cross culverts. D. Witt Road -Fill in cattle underpass at intersection with Old FM 480. E. Guadalupe Heights Subdivision -Acquire drainage easements from property owners north of Elm Way and construct a concrete lined channel from Iow spots on Willow Way and Laurel Way to new pipes installed on Elm Way. F. Center Point -Seal coat the remainder of streets. In addition, a drainage plan for the southeast portion of area needs to be developed and implemented to reduce flooding. G. Southerland Lane -Need to survey and prepare easement documents for signature by Shelton ranches. Once this is done, you are obligated to reconstruct and pave the road. 3. precinct ~3 A. Lindner Road -The road needs to be realigned and improved while the Herman Sons are open to establishing a 60 toot ROW. B. Lane Valley -Herman Sons Connecting Road -Construct new road in lieu of building bridge over Guadalupe River at Lane Valley. C. Wilson Creek Road -Construct new culvert near Harmony Lane. 4. Precinct'~4 A. Lange Ravine Road - Sealcoat and cast concrete crossing on back portion of road. B. Methodist Church Road (Hunt) - Sealcoat over to end of Japonica Road. Also, rebuild roadway stub adjacent to Methodist Church Parsonage. C. Indian Creek Road -Widen based portion of road on hill to increase driving width and sight distance. D. Camp Rio Vista Crossing -Construct new low water crossing. E. Cade Loop -Cut down corner on Cade Loop at Junior Baldwin's to Improve sight distance. F. Guadalupe Ranch Estates- Rebase up to a mile of Fallow Run and pave another mile if possible. Finish paving last quarter mile of Cherry Springs Road. G. North Midway Road -Replace two cattleguards in poor shape. H. Freedom Trail - As a minimum, Eonstruct a guardrail on Bear Creek end of road at top of slope for eastbound vehicles. 5. n 1 A. River Dams - Hire a consultant to review structural status of Guadalupe River dams. I asked the Court in the Fall of 1988 to do this and it was rejected. Th1s is necessary as no in-depth inspections have been proposed since the dam was constructed 30* years ago. There may be some significant changes in the dam core of which we are not currently aware. B. Striping and Pavement Marking -There are several roads where striping or pavement works have been requested. Those in most need of these are as follows: 1.
