GLENN BROWN'S LETTER DATED DECEMBER 21, 1989, TO OBTAIN A VARIANCE DN THE JUVENILE DETENTION CENTER On this the 4th day of January 1990, upon motion made by Commissioner Morgan, seconded by Commissioner Baldwin, with Commissioner's Morgan, Baldwin and Ray voting "AYE", and Commissioner Holekamp and Judge Edwards "ABSTAINING", said motion being to go out for proposals, including the cost, to bring the Courthouse Detention area and stairwell up to the standards requested in a letter from Mr. Glenn Brown dated December 21, 1989, to qualify Kerr County for a variance, was approved by a majority vote. DEG 2 7 FEC't ii.„ , ~~, ,.,, THE CITY OF KERRVILLE, TEXAS December 21, 1989 Judge Danny Edwards Kerr County Courthouse 700 Main Street Kerrville, Texas 78028 Subject: Kerr County Juvenile Detention Center Dear Judge Edwards: As a result of City Council discussions with Staff and a joint meeting with representatives of the Commissioner's Court, the City of Kerrville would be amenable to the following to allow the continued use of the third floor area as the Juvenile De- tention Center. The County will need to apply for a variance to the City's "Building and Fire" Code requirements to allow the operation of Juvenile Detention Center. Should the County make applica- tion for a variance, the City Staff would support the request for a variance subject to the following conditions: 1) Fire and smoke detector system would need to be installed within the main corridors of the main court house build- ing and stairwell to detention center with alarms being placed within the sheriff's dispatch room, the detention center and a remote alarm for the City. 2) The entrance into the boiler room would need to be sealed-off, with a new entrance/exit from the exterior or a 2 hour separation be provided within the existing stairwell separating the existing entrance/exit of the boiler room and the remaining stairwell to the detention center. 3) The creation of a 2 hour stairwell within the existing stairwell for the detention center. It has been discussed that the variance would lapse in six months, and at that time another variance would have to be re- quested; if more time were needed.
