I recognize that;our situation should come as no surprise to anyone, however, we have moved slower on our jail/detention center than I ever anticipated. Both as County Judge and as Chairman of the Kerr County Juvenile Board, I respectfully request that the County be granted a variance to the City's Building and Fire Code as concerns the Detention Center. As you know, !we are working with Randy Thomas and our insurance carrier to ways to cover) any liability exposure the City might have. TEXAS 78028-5069 512/257-8000 DECISION OF THE BUILDING BOARD OF ADJUSTMENT AND APPEALS CASE 90-001 KERR COUNTY JUVENILE DETENTION CENTER The Board met on February 6, 1990 and recommended the approval of the variance request for the continued temporary occupancy of the third floor area for the Juvenile Dentention Center with the follow- ing conditions: 1. The existing stairwell to the Detention Center be modified into a two (2) hour fire-resistant rating. 2. The boiler room point of egress within the existing stair- well be brought into compliance with Section 806 of Build- ing Code. 3. Install a fire and smoke detector system within the main corridors of the main courthouse and stairwell with alarms being placed within the Detention Center, Sheriff dispatch and a remote alarm for the City. 4. The County will seek proposals for the required modifica- tions within 45 days of approval of variance with start of construction to follow within 45 days and completion of modification within 60 working days. 5. The use of the third floor for Juvenile Detention Center would expire with passage of 185 days of completion of im- provements, unless a continuation would be approved prior to 185 days expiration. 6. Continuous on-site supervision is required by a minimum of one person with the capability of urrlocking detention units to allow egress from tyre facility on to the roof on the courthouse. Mr. Carroll C. Smith made the motion to grant the variance, seconded by Mr. Keith. The motion passed unanimously, voting in favor were Mr. Carroll Smith, Mr. Bob Keith and Mr. Lester Whitton. THOUGHTS AND SUGGESTIONS Gl~nrt K• ffolekamp RE: Juvenile Detention Center 1) The Detention Center will be closed before January 1, 1991 with these renovations that have been proposed by the City Fire Marshall and City Engineer. 2) It will cost approximately $20,000 to $50,000 to remodel the existing Juvenile Detention Center. 3) The Jail Study Committee may recommend new facilities in their report of the physical plant needs. 4) The Commissioners' Court m decide on new facilities based on the report of the physical plant needs from the Committee. (QUESTIONS) a) Is it feasible to spend $20,000 to 50,000 on remodeling now, only to face spending more on building a new facility? b) Should we wait until a decision is made regarding the Courthouse facilities as a whole before we consider remodeling? c) Should we use temporary Detention Facility? (ANSWERS) a) No b) Yes c) Yes 3/15/90 SUGGESTIONS: 1) Cost of temporary remodelling is prohibitive 2) Close Juvenile Detention Facility. 3) Contract with Medina or Bexar County until facilities study is complete and recommendation approved. 4) During this time 24 hour on call transportation will be furnished by Kerr County for local law enforcement departments to expedite transfer of these Juveniles to and from another facility. This will help solve the problem of officers having to sit with these Juveniles until normal working hours.
