I am the new project reviewer for this region of Texas, replacing Mario Sanchez, and have been visiting the county courthouses along the way of my navels.. Prior to coming to the Texas Historical Commission, I worked in private practice for a firm that spccitdizes in county cow~thouse restoration, so 1 am familiaz with many in the State. The Ken County Courthouse is truly a treasure in many ways, and has had the advantage of sensitive building maintenance throughout the years. An area that is of concern, however, is the original wood windows. I understand from Mr. Speakmon that the Court has considered proposals for repair of these windows on several occasions, but no action has been taken aside from Mr. Speakmon's stabilization efforts. He has done an adequate job for temporary work, but the court should seriously consider more pemlanent repairs. Please inform us of the status of these plans. I understand that an issue is currently before the court to install a fire detection system with individual units in located in each of the large coffers of the first floor hallway ceiling, interconnected with an exposed conduit. This would have a significant imract on the well-preserved character of the first floor hallway. I also understand that the local fire marshall has stated that this is the only solution that complies with the juvenile jail standards governing the third floor of the building, but we would like to advise the court on alternatives to this solution, Sprinkler units or fire detection alarnts would be nwch better located in the walls of the hallway, thereby leaving undisturbed the coffered ceiling. Conduits or piping could be more easily concealed under the flat plaster of the walls, avoiding the ceiling beams altogether. I was not able to thoroughly investigate the areas of egress for the detention center located on the third floor, but would like to know if their egress could be sepazated from the main first floor hallway, could the requirement be waived altogether? Please inform us of the existing conditions, requirements, and plans for modification as soon as they become available. We are very interested in the protection of valuable historic resources such as the Kerr County Courthouse, and look forward to reviewing any plans you may have for the structure. As of this date only the stairwell improvements have been finished. The fire alarm installation has not been started as of this time. All variances which were granted by the city to this center should have already been completed. Please advise this office in writing what actions are being taken to meet the outlined requirements.
