Box 12985 Austin, Texas 78711 Dear Mr. Crump: In response to your letter dated April 2, 1990 requesting a written summary of Kerr County's status and plans for meeting its present and future jail needs, we are providing the following Outline. A) As of this date we have completed our conferences with law enforcement and probation personnel and judges and estimate an additional Courtroom may help to control and even reduce our jail population by more speedy trial settings. (Some estimates indicate 10-20 beds). B) As of May 1, 1990, we anticipate our adult probation department going into the state system and will be increasing our alternate or innovative sentencing and plan to develop additional programs to help control our jail population (Community Justice Plan enclosed). C) We have asked for additional architectural proposals to give us cost estimates on construction and operation for a 48 bed medium/maximum jail facility. D) As soon -as we have some cost estimates on the 48 bed facility we intend to get proposals on Courthouse remodeling or additions to provide for courtroom needs and enlarged Sheriff's offices either on- site or off-site. We hope this can be done in June or July of this year. E) We hope to present all these proposals to the public for a bond issue on the November election. We are aware of our overcrowding and classification problems. We are attempting to put together our needs so that they are reasonable, logical, and will be accepted by our community. We feel it will be more expeditious to work in a logical and systematic manner to gain voters acceptance than to be grandiose in these economical times and have a bond issue voted down. We want to provide what is necessary for Kerr County to meet its needs but feel it is our responsibility as Commissioners to do this in a well thought out manner.
