Endorsement from you is re- quested in the form of a resolution or a letter of support. Sam- ples are attached. Serving a 34-county area, which comprises the Lower Colorado River Authority service territory, the Cen-Tex Certified Develop- ment Company must include evidence of need and support from the cities and counties constituting the membership of the CDC. These resolutions or letters must be included in the application being submitted to the U. S. Small Business Administation for certifica- tion of the CDC. Legal notices announcing the formation of the CDC will also soon be appearing in selected newspapers throughout the 34-county membership area. Only certified development companies are eligible to partici- patg in the SBA's 504 Program which fosters economic growth and job creation by making funds available for fixed asset financing to include plant acquisition, construction, or expansion and equip- ment acquisition and installation. Explanatory material outlining the Certified Development Company Program and giving an overview of the SBA 504 Program is attached. The CDC application is being submitted during the first week in June. Edwards Kerr County Judgge County Courthouse Kerrville, Texas 78028 Dear Judge Edwards: On May 18th, a meeting was held in Austin to form the CEN-TEX Certified Development Company that will serve 43 counties in Central Texas. The LCRA has offered to provide professional staff support to our newly created non-profit business assistance organization through its Economic Industrial Development Program. I am asking for your support for our program and efforts. The primary role of the CEN-TEX Certified Development Company will be to seek out local businesses from the 43 county region and offer business expansion assistance by way of the SBA 504 fixed asset financing program. The SBA 504 program provides long term financing for plant expansions, new construction, processing and manufacturing equipment and professional related fees (engineering, surveys, legal, etc.). Funding comes from a private lender (5096), the SBA 5041oan (up to 4096), and the local business (1096). The only way that a business can access this type of financing is through an SBA designated "Certified" organization.. Next month, the CEN-TEX CDC Board and I plan to submit to the U.S. Small Business Administration, San Antonio District office, a formal application seeking official "Certification." The SBA requires, as part of our application, a resolution or commitment letter from county government that offers support to our newly created CDC. A letter from you is very important to our application. I have prepared a sample resolution and commitment letter for your consideration. Please have the Commissioners Court pass a similar resolution or send me a letter on your letterhead in support of our CDC.
