/g304. ~ COMMISSIONERS' COURT CONVENED IN SPECIAL SESSION on January 11, 1990, at 1:30 P. M., with the fullowing officers present: R. Gordon Morgan, Commissioner, Precinct #1 Glenn K. Holekamp, Commissioner, Precinct #3 H. A. Baldwin, Commissioner, Precinct #4 Chairman Pro Tem Holekamp chaired the meeting. Grady Fort, Center Point School Board Trustee, addressed the Court in reference to a full time Constable. Mr. Fort said we all fight and work hard to save tax money, but for himself and several people he has talked to, a much greater need is law enforcement. We need a full time Constable. Mr. Fort said he is fighting for the position not the man. The tax payers elect the man. Since Sheriff Kaiser came in she has done a wonderful job and there has been a 110% improvement with deputies patrolling and more visible, but they are not there all the time. The Deputies do not live in Center Point and we need a constable who lives here and knows the trouble makers. Next to address the Court was Mr. Kevin McDonald, Preacher of First Baptist Church in Center Point, Texas. Reverend McDonald said Sheriff Kaiier has done a great deal for Center Point with the deputies visible and there more often. He wants Center Point to be a better place to live and be, not just Center Point but the County. He stated we need a full time constable. Harry Holt staid he lives on the edge of Center Point and we need the constable made full time for better law enforcement. Many crimes: are not reported because it is hard to get anything done. Recently the lights at the school and the windows at the laundrymat were broken and the First Baptist Church was Y~roken into. A microwave oven was taken and other items, such as a VCR and a TV would have been taken, except they were nut there at the time. CHAIRMAN PRG TEM HOLEKAMP CALLED FOR EXECUTIVE SESSION at 1:42 P. M. Commissioner Ray arrived at 1:45 P. M. and Judge Edwards arrived at 2:15 P. M. EXECUTIVE SESSION IN OPEN SESSION the Court having had: ENDED AND COMMISSIONERS' COURT RECONVENED at 4:09 P. M. with all officers present and duly opened the following proceedings were PAGE 710 A discussion of travel pay and payment for ammunition for a training school in San Antonio for Carl Williams, Constable, Precinct #2, followed. Commissioner Ray suggested that Constable Williams submit a bill for travel time for every third day and the Court would pay 21 cents a mile round trip, and a bill for ammunition and the Court would pay provided the ammunition was purchased thru the training school. ORDER NO. 19310 APPROVAL TO ADVERTISE FOR PROPOSALS FOR GENERAL LIABILITY AND LAW ENFORCEMENT AND PROFESSIONAL LIABILITY FOR KERR COUNTY On this the 11th day of January 1990, upon motion made by Commissioner Ray, seconded by Commissioner Holekamp, with Commissioner's Ray, Holekamp, Baldwin and Morgan voting "AYE", and Judge Edwards "ABSTAINING", said motion to advertise for proposals for General Liability Insurance and Law Enforcement and Professional Liability Insurance for Kerr County was approved by a majority vote.. ORDER NO. 19311 APPOINTMENT OF SHERIFF FRANCES A. KAISER AS RABIES CONTROL OFFICER On this the 11th day of January 1990, upon motion made by Commissioner Holekamp, seconded by Commissioner Baldwin, the Court unanimously approved the appointment of Sheriff Frances A. Kaiser as the rabies control officer for Kerr County. PAGE 711
