COMMISSIONERS' COURT CONVENED IN A WORKSHOP SESSION on Thursday, February 15, 1990 at 8:05 A. M. with all officers present except County Judge Edwards, and the Court having duly opened, the following proceedings were had: /q3 G3. Levell Sutton, President of Wood Trails, Vern Ladd, Chairman of the Road Committee Łor Wood Trail:, and George West, Vice-President oŁ Wood Trails, addressed the Court on the need to have the roads in Wood Trails brought up to standard and County maintained. They were considering a Road District but the tax generated by a Road Uistrict would fall short of the funds needed to bring the roads up to standard. Commissioner Holekamp ask, "what do you want the County to do"? The reply was to take aver the roads and maintain them, only if just graded once a year and if the County gets a chance to shoot a little oil on for dust that would be great. Commissioner Holekamp replied that once we put grader on the road, we are committed to keep up the road.. Commissioner Morgan suggested taking one small road, get the funds to bring it up to standard and request to be placed on the paving program. Then get the road ready just prior to being paved. ~~ Next Suzette McKinney and Calvin Neely addressed the Court in reference to a Weather Radio Translator. Mr. Neely was ask by Commissioner Baldwin to check into the feasibility oŁ a station to pick up San Antonio. Mr. J. D. Ward, Deputy Meteorologist-in-Charge, National Weather Service Forecast Office in San Antonio, 'Texas was very excited by the prospect and stated they consider Kerrville and Kerr County the center of the Hill Country, and would tailor report for Kerr County. They are asking the County to be responsible for the tower and the initial cost. The 100 watt transmitter would be placed on the Shield Communication tower between Hunt and Ingram with a 75 mile reception radius. The cost would be between 512,000.00 and 513,448.00 initially and 5620.00 annually. Commissioner Ray suggested the earliest time to deal witty this is budget time. .3 The pros and cons of the new animal control law and the one adopted by Comal County were discussed. The new law is broader than the one adopted by Comal County which is more defined. Each County roust appoint a Rabies Control Officer os Animal Control Officer, which Kerr County has already done, regardless of whether you have a county order on strays. ''~ PAGE 744 It was decided that before Kerr County adopts a policy on animal control, the Court would like to have other people look over the various policies adopted by other counties and give the Court their opinions. This item is to be placed on Commissioners' Court April Agenda for consideration of an election on adopting animal control policies for Kerr County. Commissioners' Court recessed at 11:20 A. M. Commissioners' Court reconvened in Commissioners' Court Workshop at 1:35 P. M. with all members present except Judge Edwards. The discussion of the monthly reports will be placed on the next workshop agenda. /~ Commissioner Holekamp started the discussion on forms for hiring personnel. Marlene Karger went over all the various forms regarding personnel and discussed the Uniform Employment Guide. Physical forms will not be in the Commissioners' Court Agenda package, but will be reviewed by Commissioner Morgan. If the prospective employee is military connected or retired military personnel, their military discharge (Form DU214) is required. County Judge Edwards arrived at 2:30 P. M. s Patricia Knox, Justice of the Peace, Precinct #1, presented facts and figures to the Court regarding office space available next door to her office at 5250.00 a month plus utilities. She is in need of a conference room to talk to people who have problems and need to speak with her privately. Also, her courtroom is to small to accommodate the number of people who must appear. She stated her office made 514,226.17 for the County in 1988 and 526,179.34 in 1985. She has loaned Ray Snider, Justice of the Peace, Precinct #4, a desk and she will need that desk back. She would also like a little raise. Judge Edwards left the Courtroom at 3:20 Y.M. The Animal Welfare Contract will be placed on Thursday, February 22, 1990's agenda in the afternoon.
