COMMISSIONERS' COURT CONVENED IN A WORKSHOP SESSION on
Thursday, March 1, 1990 at 9:37 A. M. with all officers
present, except County Judge Edwards, and the Court having
duly opened the following proceedings were had:

The Court discussed with Mr. Gerald Menefee, County Road
Engineer, the proposed Road and Bridge policies. At the
moment there is a problem with people putting in culverts
without contacting the Road Engineer and they are creating
drainage problems. If someone puts in a culvert without
contacting the Engineer, they are to be notified and the
culvert pulled. If there is a problem with cattleguards or
drainage and it was caused by the County, we are responsible
and we will fix it, but if it was caused by the owner, they
are responsible and it is not our problem.

COMMISSIONERS' COURT CONVENED IN SPECIAL SESSION on Thursday,
March 1, 1990 at 1:30 P. M. with all officers present, and the
Court having duly opened the following proceedings were had:
~~ The two proposals received from architects were opened, one
from Ben A. 'Gerry & Associates, Kerrville, Texas, and one
from Michael Neal Walker, Kers-ville, Texas. Neither proposal
contained a cost estimate. The proposals will be discussed
in Executive Session later today.

REFERRAL OF PkOPOSALS UN INSURANCE TO THE KERR
COUNTY AUDITOR FOR EVALUATION AND RECOMMENDATION
Un this the 1st day of March 1990, upon motion made by
Commissioner Morgan, seconded by Commissioner Baldwin, with
Commissioner's Morgan, Baldwin, Ray and Holekamp voting
"AYE", and Judge Edwards "ABS'CAININIi", said motion to refer
the proposals on insurance to the Kerr County Auditor for
evaluation and recommendation was approved by a majority
vote.
