COMMISSIONERS' CDUR"Y' CONVENED IN A WORKSHOP SESSION on Thursday, May 10, 1990 at 10:00 A. M. on jail proposals with the following officers present: R. Gordon Morgan, Commissioner, Precinct #1 Glenn K. Holekamp, Commissioner, Precinct #3 H. A. Baldwin, Commissioner, Precinct #4 Bill Ray, Commissioner, Precinct #2, arrived at 10:08 A. M. Chairman Pro Tem Holekamp chaired the workshop in the absence of the County Judge. Mr. Edward R. GondecY„ President, Edward R. Gondeck Architect, Inc., San Antonio, Texas addressed the Court on his proposal for a 48 bed jail facility. Mr. Gondeck said he would like to see a long range program that would not leave a dilemma in the future for the County„ the Court or the taxpayers. There is a lot you can do here at the Courthouse. He would need to know how critical are the other buildings and offices here at the Courthouse. He would recommend keeping the Sheriff's Dffice and Jail together as much as ~. possible, and still have room for additional expansion. Mr. Gondeck will do the proposal for a ceiling cost of 54,500.00 COMMISSIONERS' COURT WORKSHOP kECESSED at 10:53 A. M. COMMISSIONERS' COURT WORKSHO}' RECONVENED at 1:00 F.M. with all officers present. Chairman Pro Tem Holekamp chaired the workshop. John Henderson, Jr., Don Daugt,erity, Richard Bundy and Thomas Young, Jr. of The Daugherity/Bundy Group, Wichita Falls, Texas addressed the Court in reference to their proposal for a 48 bed facility. Their proposal was far a ceiling price of S4, 500. 00. COMMISSIONERS' COURT WORKSHOP' RECESSED at 1:35 P. M. COMMISSIONERS' COURT RECONVENED IN WORKSHOP at 1:55 P. M. Norris Fletcher, Phillips Swager Associates (PSA), Dallas, Texas presented their proposal to the Court. He preferred to stay on site and could accomplish a 4Fi bed jail, Sheriff's Office, Booking, visiting and laundry by enclosing downstairs and felt drainage would not be a problem.
