ORDER N0. 19504 APPROVAL OF ISSUANCE OF' A JUNKYARD LICENSE FOR MR. BENJAMIN HARVILLE TO OPERATE A JUNKYARD AT 54 E. SPICER RD., KERRVILLE, TEXAS On this the 10th day of May 1990, upon motion made by Commissioner Holekamp, seconded by Commissioner Morgan, the Court unanimously approved the issuance of a junkyard license, in accordance with Kerr County Ordinance #18053, for Mr. Benjamin Norville to operate a junkyard at 54 E. Spicer Rd., Kerrville, Texas. Said junkyard is to be located on Lot 54, Spicer Ranch I, on the back half of the property. l4 SOS Mr. Jerry Needham addressed the Court on behalf of Partners r in Parenting Education, to request 513,471.00 starting September 1, 1990. Mr. Needham said the Childrens Trust Fund made some changes in the grant, and the local administrators are confused. In six months the Partners in Parenting Education have accomplished what was projected for one year. Commissioner Morgan complimented the people involved for an excellant job, but tax money should be spent on wise investments and not confusion. The original motion in February 1989 was to give 57,000.00 to start the program. Jerry Ray at that time said it would not cost the County any more funds, gas the program should be self supporting. In September 1989 Parenting requested a 55,000.00 loan, to be reimbursed by the Children's Trust Fund of Texas. As of this date the loan has not been repaid. Two months ago Dr. Hall r_ame before the Court and ask for more funds. Commissioner Morgan suggested the group request Funding from the group attending a parenting meeting a couple of days ago.
