On this the 2nd day of August 1990, upon motion made by
Commissioner Morgan, seconded by Commissioner Holekamp, with
Commissioner's Morgan and Holekamp voting "AYE", and
Commissioner Ray voting "NAY", said motion to declare an
emergency and amend the budget to add New Line Item No.
10-660-325, K. C. F. A. Float, in County Sponsored Activity and
to transfer 51,000.00 from Line Item No. 10-400-108,
Part-time Salary, in the County Judge's Office, to Line Item
~. No. 10-660-325, K. C. F. A. Float, in County Sponsored Activity,
was approved by a m9~ority vote of two to one.

Alice Peairson, IHC Audit Manager for Ry-Ron, Inc., Houston,
Texas, presented the Court with a report on Third Party
Administrators for Indigent Health Care. The Court said they
would review the report and discuss it in a workshop session
with the County Auditor and the County Treasurer at a later
date.

APPROVAL OF PROCLAMATION FOR JTPA
ALUMNI WEEK
Un this the 2nd day of August 1990, came on to be considered
by the Court the declaring of August 27 through September 3,
1990 as National JTPA (Job Training Partnership Act) Alumni
Week.

Upon motion made by Commissioner Morgan, seconded by
Commissioner Ray, the Court unanimously approved the signing
of a proclamation proclaiming the week of August 27,
through September 3, 1990 as "JTPA ALUMNI WEEK" in the County
of Kerr County; in partnership with the counties of Atascosa,
Bandera, Comal, Frio, Gillespie, Guadalupe, Karnes, Kendall,
Medina and Wilson.

APPROVAL OF COUNTY JUDGE EDWARDS SIGNING
A FRANCHISE AGREEMENT WITH BANDERA ELECTRIC
COOPERATIVE, INC. SUBJECT TO THE APPROVAL BY THE
COUNTY ATTORNEY'S OFFICE AS TO FORM
On this the 2nd day of August 1990, upon motion made by
Commissioner Ray, seconded by Commissioner Morgan, the Court
unanimously approved County Judge Edwards to sign a Franchise
Agreement with Bandera Electric Cooperative, Inc., subject to
the County Attorney's Office approval of the agreement as to
farm.

APPROVAL OF HIRING JUDY SUGGS IN JUSTICE OF THE
PEACE, PREC. #2 OFFICE
On this the 2nd day of August 1990, upon motion made by
Commissioner Morgan, seconded by Commissioner Ray, the Court
unanimously approved the hiring of Judy Suggs, as Clerk in
Justice of the Peace, Prec. #2 Office, effective August 1,
1990 at Pay Group 15, Step 1, S15,500.00 annually, 51,291.67
"" monthly and 5645.83 semi-monthly.
