When Justice of the Peace, Precinct No. 1's budget was "' discussed her salary increase of 11.11% was questioned. If the county is going to redistrict, her area will be reduced and there is no need for her salary to be increased that much. County Judge Edwards said it would be a year before the redistricting is complete and her precinct will still cover most of the City of Kerrville. The public hearing on the budget recessed at 4:07 o'clock P. M. and the public hearing on the proposed increase of salary for certain elected officials was opened. There were seven (7) elected officials, six (6) members of the public, two (2) members of the press, and the County Auditor present. David Motley, County Attorney, ask why he had not received the 4% cost of living increase. When he was appointed his salary was cut 55,000.00, which the Attorney General's Office says the Commissioners' Court may not change an elected official's salary in the middle of a budget year. When the Court would not give Mr. Motley the 4% cost of living he handed the County Judge a request to convene the Salary Grievance Committee to hear his case. Bill Ragsdale, Justice of the Peace, Precinct #4 elect addressed the Court in reference to his salary and his secretary's hours. His salax-y will remain the same, but his secretary will work a forty (40) hour week. The public hearing on salary increases was closed at 4:35 o'clock P. M. and the public hearing on the proposed budget was reopened at 4:36 P. M. The budget will be placed on the Thursday, September 27, 1990 agenda for approval.
