/4~a~ •I COMMISSIONERS' COURT CONVENED IN A PUBLIC HEARING ON THE PROPOSED TAH RATE INCREASE on Tuesday, September 25, 1990 at 10:00 o'clock A. M. with all officers present except County Judge Edwards. Chairman Pro Tem Baldwin :-.haired the hearing. The following people were present at the public hearing: Dorothy Hilburn, County Treasurer Paula Rector, County Tax Assessrr-Collector Stan Reid, Assistant County Attorney Patricia Uye, County Clerk Bill Stacy, County Judge Elect Tommy Tomlinson, County Auditor Margaret Edmondson, Kerrville Daily Times John P. Edson, Member of the Public Commissioner Baldwin ask Mr. Stacy what he would suggest as a businessman, would be the minimum to keep in surplus as operating capital. Mr. Stacy said any business should have six months operating capital. Mr. "Comlinson said he did not disagree, but a government entity's revenue is less volatile than a business. The County has less problem with the taxpayer paying than a business would have with a creditor. Therefore, he would -. recommend ninety (90) days be a minimum. Mr. Tomlinson took the 1990--1991 budget: expenditures and applied an inflation o£ 2% to project the County would need a balance of 51,140,000.00 at the end of 1990-1991 to meet the minimum of ninety (90) days operating capital to start the 1991-1992 budget. Commissioner Ray said the tax rate proposed by the County Judge o£ .2979 would leave a balance of S975,189.00, which would be 5164,811.00 short of the balance recommended by the County Auditor. Commissioner Ray's tax rate proposal of .2570 would leave a balance of 51,103,206.00, which would be short of tY,e recommended balance by 536,794.00. The increase is r,ot there to build a big surplus, but to keep from spending out o£ surplus. Commissioner Morgan said he goes along with the Auditor and feels we need the ending balance of 51,103,206.00 for three months operating capital and agrees with Commissioner Ray's tax rate of .2570. Commissioner Baldwin said we need to take politics out of the budget planning and use the advice of the County Auditor. He agrees with Commissioner Morgan and Commissioner Ray. Commissioner Holekamp also agrees and said if we use to much of the reserve we will be in trouble later on. We need to provide a sound financial bases for the County to operate.
