M. with ell officers present, and the Court having duly opened the foliowinq proe~eed~ngs wEr+• had: ~~ga~.~ The first item on the agenda is approval of the Kerr County 1990-1991 budget. _l~dge Edwards stated the budget in question is the one dated September 24, 1990 plus the supylernents given to hire the day before. He ask if there were any changes in the budget other tt,an the ones discussed at the put~lic hearing on September 20, 1990. The County Auditu:, Tarnmy 7ominso r., said his office had found some rnat.hernatical errors in the budget while preparing the list of ~alaties of Elected Dfficials and employees of Kerr County for the Court, which needed tc.~ be corrected. County Judge Edwards told the Court there were also changes which might need to be made in the County Attorney's Office and Justice of the Peace, Precinct #2's Office, depending on how the Court ruled. 'Phe Salary Grievance Committee had met at 8:30 A. M. on September i'7, 1950 and by a vote of 6 to 0, had voted to raise County Attorney David Motley's salary to 545,000.00 retroactive from his date of appointment, and he is to receive the cost of living increase given to other elected officials. The committee also voted 6 to 0 to raise Betty Burney, Justice of the Peace, Precinct #2's salary to 519,760 including the 4% cost of living. Commissioner Baldwin ask a.f the Court had the right to overrule the curnmittee. Judge Edwards said you probably do taut ask the County Attorney's Office. Tt,e Judge said a legal technically came up just prior to the committee meeting and he had to make a discretionary decision whether to proceed and have the Court possibly overrule the committee's decision, or postpar~,e the meeting until the proper posting could be done. He took it upon himself to tell the committee he felt like the Commissioners' Court would abide by the committee's decision, but. one or more commissioner's might say no. Commissioner Morgan addressed the 4% increase for elected officials. As a taxpayer he is not comfortable with the increase of taxes on taxpayers to give the elected officials the 4% cost of living increase. F'AGF. 1007
