ON THE RECOMMENDATION OF GERALll MENEFEE;, ROAD ENGZNEF.R,
MOTION TO AWARD THE BID FOR ROAD IMPROVEMENTS
ON LEHMANN DRIVF_ TO WALTER MASTERS CONSTRUCTION,
KERRVILLE, TEXAS
On this the 28th day of September 1990, upon motion made by
Commissioner Holekamp, seconded by Commissioner Morgan, the
Court unanimously approved the reccmmendatiun of Gerald
Menefee, Kerr County Road Engineer, to award the bi.d for road
improvements on Lehmann Drive to Walter Masters Construction,
Kerrville, Texas. Commissioner Morgan is to walk thru the
prro jer_t with the County Engineer and Mx. Masters prior to the
road work beginning, to make sure Mr. Masters is aware of all
details involved in the improvements.

The Court ask: the County Attorney's Office to be present in
Court to ask for a legal opinion. Comrc~.issioner Morgan ask
Stan Raid, A=_a istant County Attorney, "If we put something in
the budget or. the assumption we had no ohoice, and we find
out later we had a r_hnice, can we change the approved budget
without having to have a public hearing and start the whole
process over"? Mr. Reid replied, "why make changes at. this
point in t_he adopted budget. and start the process over, when
in two weeia you can amend t:he budget at the public hearing
and at the time you set the t.ax ratr:="?
l:ommz.ssioner Morgan then ask if we set a salary in this
budget, are we bound by it; Mr. Reid replied no, you set two
salaries because you thought you had to; but, the court would
look at, the original line item before the grievance committee
met and determine the original intention.
Commissioner Morgan stated, "There are line items in the
budget that may ox- may not be right; but, rather than change
them at this; time we would prefer to make the changes at a
later time.
