( COMMISSIONERS' COURT CONVENED IN SPECIAL SESSION on Thursday,
November 1, 1990 at 1:30 P. M. with Commissioner Morgan,
Commissioner Holekamp and Judge Edwards present, and
Commissioner Ray and Commissioner Baldwin absent, and the
Court having duly opened, the following proceedings were had:
ORDER NO. 19911
APPROVAL TO PAY INDIGENT HEALTH CARE BILLS
On this the	1st day of	November	1990, upon	motion made	by
Commissioner	Holekamp,	seconded by	Commissioner	Morgan,	the
Court unanimously approved by a vote of 3 to 0 to pay the
Indigent Health Care bills due to various providers, for the
total amount of 810,835.65.
ORDER NO. 19912
EMERGENCY DECLARED AND THE BUDGET AMENDED
TO TRANSFER S20,000.00 FROM GENERAL FUND
SURPLUS TO FUND 14, FIRE PROTECTION, AS A LOAN
UNTIL SUCH TIME AS SUFFICIENT TAXES ARE COLLECTED
TO REPAY GENERAL FUND
On this the lat day of November 1990, upon motion made by
Commissioner Holekamp, seconded by Commissioner Morgan, the
Court unanimously approved by a vote of 3 to 0 to declare an
emergency and amend the budget to transfer 520,000.00 from
General Fund Surplus to Fund 14, Fire Protection, as a loan,
until such time as sufficient taxes are collected to
reimburse General Fund Surplus.
