Tomlinson: We appreciate the opportunity to visit with you on the development of a Loss Control Program for Kerr County. We believe that this will be the most expeditious way for Kerr County to maintain control of their Worker's Compensation cost. We hope that the Commissioners Court and other elected officials will support the development of an employee based, common sense safety program. As requested, we will return to make a presentation to Commissioners Court on August 22, 1991 at 9:00 a.m. We will provide the training to the personnel that are selected for this task. Our first training __ course will take approximately seven hours and should result in the committee submitting back to the Commissioners Court, for approval, a baseline safety manual in approximately six weeks. In order for the Texas Association of Counties to provide this technical assistance, a copy of the safety policy statement should be signed by the Commissioners and the Loss Control Coordinator. This Loss Control Coordinator will need to have leadership qualities and be able to move freely throughout the county. This individual will need to spend approximately eight hours a week working on the Loss Control Program. Additionally, a six to eight member committee comprised of elected officials, managers or supervisors, and employees should be selected. These individuals do not need to have any specific safety qualifications as our training program will provide them with the necessary tools to develop the employee based. common sense safety program. These individuals will need to be able to spend between four and five hours a week working on the Loss Control Program. Generally, the Sheriff's Departments claims are a significant portion of most counties Worker's Compensation cost exposure. We recommend that at least one member of the Sheriff's Department be included on the Loss Control Cotnmittee. This individual is a very valuable resource for assisting the committee develop their accident investigation procedures, vehicle inspection and maintenance policy as well as the specific policies for the Sheriff's Department that are intended under the new Worker's Compensation Act. A jailer is also a very valuable resource for this committee. Primarily, we need the commitment from the Sheriff to allow these participants the necessary time to work on the committee. We respectfully request your intercession in this regard. We also will be happy to discuss the program with the Sheriff at his convenience. In order for the committee to know that they have the continuing support of the Commissioners Court, we also recommend that a member of the Commissioners Court participate in the training ~`° and assist the Loss Control Committee with their efforts. In the Phase I Training, we will provide to the committee members basic knowledge, the rules, regulations, and laws effecting employee safety, accident investigation techniques, safety policy development, jvb safety analysis, and the development of a back to work program. After the committee develops their employee based grogram and safety manual, the Texas Association of Counties, Safety Specialist, will provide additional technical assistance and training as necessary and at the request of the committee or the Commissioners Court. The County Judge and County Commissioners are concerned with the safety of employees and the public. Injuries cause suffering and financial loss to employees, their families, and the public, and cause a drain on the county tax dollars which are needed to produce essential services. The Commissioner's Court will make every effort to reduce the frequency of injuries. As a minimum, the Commissioner's Court supports compliance with all safety ordinances, regulations and laws. The Commissioner's Court will create and monitor a method for accomplishing the objectives of this policy statement.
