"Bill" Stacy Kerr County Judge Kerr County Courthouse Kerrville, Texas 78028 Dear Judge Stacy: CONTACT: Since the majority of the Commissioners Court is made up of new members this year, we would like to apprise you of the status of our on-going work pursuant to the replacement of the Indian Creek Road bridge over the Guadalupe River. Also, we would like a reaffirmation of the Court's intention to fund the County's portion of the cost of this project. As you probably know, this project is part of a program known as the Off State System Bridge Program. It is funded with 80$ federal funds matched with 20~ County funds. There are no state funds involved. The rules of the program allow for these "matching funds" to be spent only on the construction of the bridge itself plus one hundred and fifty feet of the approach roadway on each end of the bridge. Any additional right of way, utility adjustments, or road work outside the 150 feet of approach work must be funded entirely by the County. One complication that we are trying to overcome at this time is that when this bridge was originally approved for inclusion in the program, it was designated to be rehabilitated; that is, strengthened and widened as opposed to being completely replaced. We are now convinced that replacement with a brand new bridge is necessary because we don't know the integrity of the original concrete and steel and hesitate to depend on it. Therefore, we are in the process of requesting that this bridge be approved for total replacement. Before this process can proceed further, we have been asked to obtain a reconfirmation from the Court that it is still willing to fund its portion of the project cost. Hon. W. G. "Bill" Stacy - 2 - March 7, 1991 At this time we are considering two alternatives as shown on the attached drawing. One alternative (Alt. #1) involves a bridge that crosses the river at an angle and establishes a new roadway inter- section at the Old Ingram Loop. This proposal would provide a good roadway alignment but would cost considerably more to construct and would require a considerable amount of new right of way. The other alternative (Alt. #2) calls for a new bridge parallel to the old bridge. This proposal would cost less money and require very little new right of way but would require a sharp"S" curve at the north end of the bridge. Both options are based on the decision that the existing bridge and dam must be preserved. Listed below are estimated costs for each of these two alternatives: Alt. #1 574,000 -Total for bridge 459,200 - 80~ Federal 114,000 - 20~ County 17,000 -Estimated Cost roadway work beyond 150' limit (100$ County funds) 459,200 - Total Cost to federal government 131,000 - Total Cost to County (Right of way not included) Alt. #2 484,200 -Total for bridge 387,400 - 80~ Federal 96,800 - 20~ County 2,400 -Estimated Cost roadway work beyond 150' limit (100$ County funds) 99,200 -Total Cost to County (Right of Way not included) Neither of these alternatives has, as yet, been approved by the Federal Highway Administration or our Austin office. As a matter of additional information, the rules of this program also state that before any plans can be drawn, the County must enter into a formal agreement with the State. Upon execution of this agreement the County will be required to remit half of their 20$ matching funds within thirty days of the date of the agreement. This money will then be used to fund the design and engineering to develop the plans. The remaining 10$ matching funds as well as any funds for the portion of the project to be 100$ funded by the County must be remitted just prior to letting the contract. Hon. W. G. "Bill" Stacy - 3 - March 7, 1991 Another item we should bring to your attention is that once the plans have been prepared, it is possible that, due to our shortage of funds, the project may not actually be constructed for a year or two. Please consider the above facts and advise us as to how you prefer we proceed. Specifically we wish to know if you are still interested in participating in the program for this bridge, and if so, which alternative you prefer that we push for approval. These selections were made i n consultation with the Administration, considering FHWA eligibility criteria, top priorities as indicated by the District, and criteria allied Statewide considering school bus routes, detour lengths, traffic volume, condition, roadway width and cost effectiveness. In reviewing the listings with the Administration it was dammed advisable that efforts be made to identify all instances where a local government would be unable to provide the 20 percent match funding. Therefore, we request you provide confirmation that each local government concerned has provided positive indication of capability to provide the match furriing such that projects may be advanced to contract within the 4-year program period. Contact with the local govlernments should be made as necessary. However, in cases where only one or a very few structures have been selected, you may already have substantive confirmation, and further contact with the local government at this time may, therefore, be unnecessary. For the local gaverrments who indicate they cannot provide the matching furr3ing far some or all selected structures within the 4-year Program period, please idaitify the structures involved so they may be deleted from the selection list. Any structures deleted, of course, may be considered fcr inclusion in a later Program. Bridges located in Kerr County are coded with "CO" in the column headed "HWY SYS". The bridges are arranged by sufficiency rating, from low to high. The sufficiency rating, multiplied by 10, is listed in the column headed "SUFF RATE". Structures with sufficiency ratings of 80 or less are eligible for rehabilitation and structures with ratings of less than 50 are eligible for replacement. To be eligible for this program a structure must also have "D" (for deficient) or an "O" (for obsolete) in the column headed "DEF OBS". Projects will be selected on a Statewide priority basis. Criteria used in making the selections will include sufficiency rating, cost, traffic volume, route essentiality and local government priority and reasons therefor. The local government must furnish all right of way and utility adjustments, and pay 20$ of the project cost, with 10~ being due when the project is accepted into the program, and the remaining 10~ being due prior to letting the construction contract. If you desire to participate, please identify 2 or 3 structures from the attached list as your candidates for this program. Include a statement setting forth your reasons for the selections, and their priorities. We will prepare cost and other data once the projects are identified, unless you already have it available. ~' Hon.
