S. Department of Agriculture, the Texas Agricultural Extension Service (Texas Animal Damage Control Service) and the Texas Animal Damage Control Association. Field Agreements are completed with Cooperators (counties, rancher associations or individual ranches) to provide partial funds for the employment of personnel. Presently, $900.00 per month is required from the Cooperator to provide support for one full time personnel. As of September 1, 1991 the amount will be increased to $1,250.00. These funds cover only part of the employees salary, benefits, mileage, equipment, and other administrative costs. State and Federal funds provide the necessary balance. The animal damage control program is under the direct supervision of the Animal Damage Control Program, Animal and Plant Health Inspection Service of the U. S. Department of Agriculture. This is in accordance with Memorandum of Understanding among the three mayor cooperators. The immediate supervisor of the Animal Damage Control Specialist (ADCs) in any assignment is his District Supervisor. Cooperators, Associations, or Counties do not have supervisory or policy setting authority over ADCS's that work in their county, association, or individual ranch, etc. District Supervisors are responsible for hiring and terminating personnel, conducting performance evaluations, making assignments, training, insuring adherence to policy and the overall directing of the activities of each ARCS. Cooperators should immediately contact the appropriate District Supervisor if a perceived problem develops with a particular ADCs. Enclosed is the new field agreement that reflects the increase from $900.00 to $1,250.00 per month. PLEASE SIGN AND DATE. THEREFORE, It Is Mutually Agreed That: 1. The predatory animal control program conducted under the terms of this agreement shall be under direct supervision of the Animal Damage Control Program, Animal and Plant Health Inspection Service. A local representative will consult frequently with the Cooperator relative to the extent of the Control Agencies participation, plans and procedures necessary to best serve the interest of the parties hereto. 2. The Cooperator will provide funds to the Texas Cooperative Trapping Fund for the employment of personnel and payment of mileage necessary to conduct official duties. The Control Agencies will pay the balance of the salary, travel costs and all other necessary expenses to effectively carry out the program. 3. The State Director of the Texas Animal Damage Control Program or designated official will certify, as to correctness, all claims to be paid by any party to this agreement and shall perform such other administrative functions as are agreed upon from time to time; provided, that no funds of the Cooperator will be transferred to any such employee working under the terms of this agreement. 4. Statement of Assurance in compliance with 43CFR 17 of the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252) is hereby mutually agreed to by all parties. 5. Furs or other parts of monetary value taken from wild animals will be handled in accordance with the provision of Article 3 f. of the Memorandum of Understanding. 6. This agreement and any continuation thereof shalt be contingent upon availability of funds. It is understood and agreed that any monies allocated for the purpose of this agreement shall be expended in accordance with its terms and in the manner prescribed by the fiscal regulations and/or administrative policies of the control agency making the funds available. 7. This agreement shall continue in force and effect until superseded or terminated. Terms and financing may be reviewed and revised periodically and confirmed by correspondence. It may be amended by mutual agreement and may be terminated by either party upon thirty (30) days written notice. NOW, THEREFORE, Pursuant To Section 2 Above, It Is Mutually Agreed That: 1. The Control Agencies shall furnish supervision of the project and shall provide equipment and other supplies required in the operation of the project. 2. The Cooperator shall pay toward the expense of the Texas Cooperative Trapping Fund in providing the necessary services for thts project in the amount of $ 1250.00/Per ADCS monthly for the period: September 1 ,19 91 ro Termination ,19 to be spent for the purposes outlined. The Cooperator further agrees to make this deposit to the Texas Cooperative Trapping Fund promptly upon receipt of a monthly statement of cost to the Cooperator for services provided and the Control Agencies will provide a report of the contro; activities for each month.
