When the County purchased the OPTECH II system from Computer Election Systems in 1985 it represented the latest technology in ballot tabulation. The system was far superior to the old paper ballots but still had some real shortcomings. The OPTECH II was "hand fed" and therefore slow. The five machines are very labor intensive and programming is expensive and still must be done in California. County wide totals must still be accumulated by hand. The new OPTECH IV-C is a totally automated system which reads ballots at 400 per minute. The proposed system would allow the clerks' office to do all election programming in-house. This should save $3,000.00 to $4,000.00 per year in programming cost. The IV-C maintains a full time security log which tracks all activity on the system. The IV-C generates reports by district as well as automatically producing cumulative totals and the final canvas. Judge Stacy, I have included a price quotation including a trade-in for your current system. The special pricing is offered in order to get an "install" base which is referenceable in Texas. Although two Texas Counties have purchased the system in the past two weeks and over twenty- fve jurisdictions outside of Texas use the system, it is still considered "new". I hope Kerr County is able to take advantage of this unique offer.
