TO SIGN LAND PURCHASE AGREEMENT AND APPRDVAL
TD EXPEND NECESSARY FUNDS
On this the 14th day of February 1991, upon motion made by
Commissioner Lackey, seconded by Commissioner Oehler, the
Court unanimously approved by a vote of 4-0-0 Łor the Kerr
County Judge, in concurrence with the Mayor of Kerrville, to
sign a land purchase agreement to acquire 25.25 acres from
Earl H. Wellborn for 5118,000.00 for airport improvement.
The Court further approves the expenditure of funds from
account #48 - 5100,000.00 and #47 - 518,000.

SUMMARY STATEMENT
The (Louis Schreiner Field) airport sponsors have received a grant to
acquire land, 23.21 acres and 2.04 acres, a total of 25.25 acres from
the owner Earl H. Wellborn. This land is to be utilized for airport
improvement. The land was appraised for $110,000. Negotiations were
conducted and a final price of $118,000 was agreed upon. The Federal
Aviation Administration has also agreed with the negotiated price.
Land costs are reimbursable 90$ by the FAA.
A second grant for construction of airport improvement, runway,
taxiway and related projects in the amount of $1,492,560 is being
held until such time as the land purchase is completed. FAA wishes
to award the construction project prior to March 31, 1991. This will
not be possible unless the bid process starts immediately. It is
anticipated that the land purchase documents will be completed by
Friday, February 15, 1991.
RECOMMENDED ACTION
That the Mayor of Kerrville with concurrence and like action by the
Kerr County Judge, be authorized to sign land purchase agreement as
soon as possible and that the expenditure of funds be authorized from
account #48 - $100,000, and #47 - $18,000. Funds 47 and 48 will be
reimbursed proportionally when received from FAA.
