On this the 25th day of April 1991, upon motion made by
Commissioner Holekamp, seconded by Commissioner Oehler, the
Court unanimously approved by a vote of 4-0-0 to award the
bid for the rear mount boom arm mower to Ewald Ford Tractor,
Inc. in the amount of 517,123.00, with the additional funds
being provided from the fund balance, with the concurrence of
the Kerrville City Council.

SUMMARY STATEMENT
On March 6, 1991, the City staff received bids on the Rear Mount
Boom Arm Mower, Only one bid was received and the quote was over the
budgeted amount by $1,023. Council rejected the bid and authorized
staff to rebid this equipment. As a result of the second bid
efforts, advertisement for bids were published March 20 and 27, in
the Kerrville Mountain Sun and five vendors and the Dodge Report were
supplied with the bid specifications.
One bid was received and read aloud on April 3, 1991, as follows:

$17,223.00
This is a specialized piece of equipment to be utilized for clearing
of heavy growth in large drainage ditches and land clearing of shrub
cedar/brush. Rebidding of this equipment may not produce a more
favorable response.
RECOMMENDED ACTION
City staff recommends that Ewald Ford Tractor Inc. be awarded the
bid for the rear mount boom arm mower, in the amount of $17,123, with
the additional funds to be provided from the fund balance, with
County Commissioner's Court concurrence.

10.	Top leaf shall be	16	7/8"	x 5" x 7/8" steel.
11.	Blades shall be f	ull	swing (360 degrees).
12.	Blade dimensions	shall be	5/8" x 5" x 14 5/8" double edge,
	tempered Steel.			
13.	Blade bolts shall	be	heat	treated; 1 1/8" x 3",
	shouldered, grade	8,	with	castellated nut, lock washer and
	roll pin.			
MOTOR:
1. Motor shall be steel gear type.
2. Motor shall have maximum rating of 90 HP, 2500 RPM, 2500
Psz.
3. Spindle RPM shall be 1150 at 1800 engine RPM.
SAFETY SHIELDS:
1. Front shield shall be angled frame with metal
spring-loa(i ed; retractable.
Z. Rear shield'shall be 3-ply rubber belting full length.
The successful bidder will install and test the boom arrci mower
on our tractor. The successful bidder Wi11 instruct City
personnel on all phases of the boom arm mower at our maintenance
yard in Kerrville. Texas.
