Stray animal and restraint control has been requested numerous times. This is a valid request since rabies and bite prevention is dependent on reducing exposure to bites. Permission is requested to hire an animal control officer. Funding is requested from Commissioners Court Contingency fund for salary and benefits. Vehicle is requested from both Commissioners Court Contingency fund and this department. Funding for various equipment will be secured from fees collected from animal registration and impoundment fees. Attached is a job description draft for your consideration. POSITION DESCRIPTION ŪR AFT JOB TITLE: Animal Control Or"ficer !` Pay Group 15 FLSA-Exempt Department: Environmental Health Department General Description The animal control officer is selected by and responsible to the environmental health director. Work involves investigating reports of animal bites and stray animals, administering and enforcing rabies and animal controls as defined and described in the Rabies and Animal Control Order. Work is performed within established procedures and policies involving sound judgement and initiative. All aspects of work performed is under the direct supervision of the director. The animal control officer will perform other duties as assigned and/or required to maintain department operations. Will be required to be on 24-hour call. Critical Job Elements/Performance Standards Investigate all calls regarding possible exposure to rabies from any domestic or wild animal. 2. Answer all bite related calls. 3. Answer complaints regarding stray or unrestrained dogs and cats. 4. Coordinate and oversee procedures for quarantine, impoundment, and detention of animals. 5. Prepare and submit reports and records of work performed. May include collection, assembly and analyzing datB.and/or statistics. 6. Maintain records which will track registrations, investigations, cases, and funds. 7. Communicate and coordinate with county veterinarians and animal shelter regarding registration, impoundment, head removal and other rabies and animal control concerns. 8. Oversee collection of funds. 9. Provide information, educate, and promote public awareness regarding rabies and animal control. 10. Enforce rabies and animal control order to secure corrections including filing charges for violations. tt. Perform job duties within requirements established by Kerr County Personnel Policies and administrative procedures. 12. Completes on-going training in the form of courses, meetings, seminars, homestudy courses, etc. to maintain and improve job performance. Education, Training, and Experience Graduation from high school or G. E. D. Basic certification in animal control. Knowledge, Skills, and Abilities Knowledge of state statutes, codes and rules pertaining to rabies control and animal control. Ability to deal tactfully with the public; including difficult people and emotional situations. Express balanced judgement especially in evaluating situations, be self starting and show initiative; organize work, be attentive to detail and complete forms fully and accurately. Ability to handle firearm and administer controlled substances such as tranquilizer gun. No felony convictions. Licenses Required Valid Texas Drivers License with good driving record. Basic and Advanced animal control officer certification (obtain after starting work). Physical Good health and physical condition to move freely by vehicle and on foot to locations and on unlevel terrain. Employment physical required.
