The present amount of $1400 per month that you now provide will increase to S1800 per month for the services of a full time Wildlife Damage Management Technician (WDMT). Again, this increase does not take effect until January 1, 1999. We are providing this information to you for future budgeting purposes. Our present assessment of 51400 will have been in effect for four years by the time of the increase. The projected Cooperative Trapping Fund balance indicates that we must implement this increase or reduce personnel. How long this increase will last will depend on the future amount of state and federal appropriations provided to the cooperative Texas Wildlife Services Program, formerly the Texas Animal Damage Control Program. Pending unforeseen circumstances, the increase should be good for 4 to 5 years. This increase is not reflective of a proportional salary increase for the WDMT. It is necessary because our expenses have exceeded our revenue for some time now, depleting our reserves. This is the normal course for our multi-year budget cycle in which we attempt to keep the cooperative support amount at the same level for three to five years. The reasons for the increase include fewer state and federal funds to support WDMT positions; anticipated future salary, benefits and mileage adjustments for the next four years; increased costs of equipment/supplies and unfilled requests for additional WDMT's by counties. The new assessment will provide approximately 55-60% of the cost of a WDMT. During your consideration of this change, keep in mind that you may also be receiving substantial aerial hunting services and/or the services of other program personnel, at no extra cost.
