T"his is a copy of the requ©st I dropped of to Judge Stacey's ofiftice in May-1991. 1n September of 1996, I appeared before the caunty court to became a recognized VFD of Kerr County. The motion was made and recagnition was granted. At that time, I turned in our state charter and by--laws. In early May•1991, I contacted the county cammissioner's office and spoke with Judge Stacey. Ne said to drop of a "wish list" by his office befora the budget process and "that should da it". I typed up the enclosed letter, and drooped it of at his office, I assumed he received it. If there was something else that was required of our Dept. I am unaware of it for I received no feed back one way ar another. Ifi necessary, please read this letter to the court so action may be taken on this matter. f~lease get back with me as to the out come. Dear Judge Stacey, Here is our Fire Departments "Wish List" This department is just getting started and most expenses now are in setting this department up. Once these items are taken care of, then I anticipate the annual running cost to be quite less. First of all, we are not a "private" Fire department, only serving the YO Ranch. This department is called this because it is located there. We provide assistance to both Mountain Home VFD and Devide VFD. Due to our location between these two Departments, fire fighting equipment and manpower is more evenly spread throughout West Kerr County. Our department is also active in the Kerr County First Response and Rescue System which provides emergency care until advanced life support is on location, which can be up to one hour. Let me take a second to explain the needs of our department. The most critical need is for our department to obtain a Tanker. The only Tanker available at this time in West Kerr County is the one Mountain Home has. If it is broke down or if there is more than one fire, the effectiveness of the smaller "Brush Trucks" is drastically reduced. Enclosed is a picture of a tanker Ingram VFD is selling. I would like to acquire this tanker for our department. This truck would be a great addition to the available fire fighting equipment in West Kerr County. Ingram VFD will sell it to us for $5000.00 The second priority is a Fire House. The other enclosed picture is our Brush Truck. It has been out in the weather like this for one and a half years. All available barns on the ranch are full. My only option is to build a Fire House. From getting material quotes, I can get one built for $3000.00. This structure will be large enough for three trucks, our eventual goal. I do not expect the County to pick up the Tab for this department. I am currently working on fund raising projects, donations, ect. Any assistance; however, would be greatly appreciated. Thank you very much for your time and consideration. Yours in Community Service, James Rice President YO Ranch VFD enclosures CONSTITUTION AND BY-LAWS OF THE YO RANCH VOLUNTEER FIRE DEPARTMENT WHEREAS, Certain Laws and Regulations are necessary for the good order and well being of all associations, in order to define duty, to establish discipline, the maintenance of harmony for the full promotion of the object for which we are associated together, do ordain and adopt the following Constitution and By-laws for our regulation and government, and do hereby pledge ourselves, and to support our Officers in the discharge of their duties. ARTICLE I SECTION 1. The name of this department shall be the YO Ranch Volunteer Fire Department. SECTION 2. The goat of the department shall be the saving of lives, and the protection of property endangered by fires and other disasters, and to promote the teaching and practice of fire prevention and protection. ARTICLE II SECTION 1. The Officers of this department shall consist of a President, A Vice President, a Secretary, a Treasure, a Fire Chief, an Assistant Fire Chief, and a Training Officer. ARTICLE III Section 1. It shall be the duty of the President to preside at all meetings of the department; he shall sign all minutes, resolutions, orders and summons for the department; as well as these By-Laws and Amendments thereto. He shall appoint all committees and officers, not otherwise provided for. He shall hold, as trustee, title to all property belonging to, used by,or on possession of the department, and shall execute all conveyances of such property as such trustee. He shall do such other and further things as the department may direst. He shall have the authority to fine any member in an amount not to exceed One Dollar ($1.00) for misbehavior, or misconduct during any meeting of the department. Section 2. The Vice President shall act and have all authority of the President in his absence and shall do such other and further things as the department may direct. Section 3. It shall be the duty of the Secretary to keep a record of all department business, a roster of all fire department personnel and keep a record of all fire alarms, meetings, drills and other activities of the department showing a list of those in attendance. The Secretary shall be in charge of all department correspondence. member after receiving a favorable report from the investigating committee and a favorable vote of the members present at any regular meeting. All applications shall contain the endorsement of at least two active Fire Fighters. Section 2. An investigating committee shall be appointed by the President to investigate the moral character and physical condition of all applicants. Their findings will be reported to the Fire Chief. Section 3. Any member who is absent from three consecutive meetings of the department without legal excuse, shall be dismissed from the department and shall be so notified by the Secretary. Section 4. Any member whose name has been dropped from the rolls, shall deliver any property belonging to the department, which he\she may have in his\her possession, to the chief of the department. Section 5. Any member who reports for duty at a fire, drill or parade, in a state of intoxication, shall be subject to expulsion from the department. Section B. For gross neglect of duty an officer may be charged before a regular meeting of the department. After presenting his\her defense and if found guilty be a two- thirds majority of members present, he\she shall be dismissed from the department. Section 7. All excuses must be made to the department at its regular meeting by the defaulter in person, unless he\she is unable to attend, due to absence from the city, sickness, or some other unavoidable cause, in which case a written excuse must be filled with the Secretary for action by the department. Sickness of the member, or in the family of a member, absence from the city, or business conditions being of such nature that prevented his\her leaving his\her work, sha1.1 constitute the only legal excuses ARTICLE VII Section 1_ Honorary membership in the department may be conferred on a person only for outstanding service rendered to the department. Recommendations for honorary membership must be made in writing and signed by at least four (4) active members, unsolicited by the honoree. Said recommendations shall be read by the President to the department at a regular meeting and a three-fourths majority vote being required. ARTICLE VIII Section 1.
