Texas 73028 Dear Fire Alarm Subscriber, A situation has arisen that directly concerns you ir. relation to the fire alarm monitoring services that have been provided to you and your firm in the past. The equipment currently used to monitor your alarm is located at the offices of the Kerrville Police Department. This is the dispatch site for the Kerrville Fire Department. Due to the age of the monitoring equipment, (i± was purchased in the 196O's) it has become difficult, if not impossible, to maintain and repair the equipment in a timely manner. The primary goal of the Ci±.y of Kerrville is tc provide for the protection. of the citizens ar:d their property. Without dependable, up to date equipment, this has become increasing- ly difficult. When this equipment does not meet the needs of our citizens then serious action MUST be taken. It has been decided that rather than to inflict the extremely high cost of maintaining the antiquated system that is currently in use on to the alarm subscriber, all fire alarms currently being monitored at the offices of the Kerrville Police Department will be released and the business owners of these alarms will be responsible for the monitoring of these Fire Alert Systems. There are several avenues available to the business owner in order to maintain service. These can best be addressed by you the owner of the system by contacting your individual alarm company representative. This representative will be the best person to advise you of possible alternative services that will provide quick response in an emergency situation by the Kerrville Fire Department. We would like to have ±his transition. compl.e±e by April 30, 1991, if possible. Attached is a copy of a letter from Ms. Kinsey relative to the fire alarm system for the Detention Center. Apparently she has been able to do what we could not. She obtained a drawing from Mr. Laning and if the information she was given and as is set out in her letter is correct, they should be able to proceed on the installation of the alarms. If all of this meets with your approval, I trust that LRK and Mr. Laning will proceed with the project. It will still be necessary to appear before the Adjustments Board for a variance and I trust the new County Judge or Commissioner Morgan will see to this as soon as the alarms are completed or in January, whichever occurs first. Edwards County Judge of Kerr County Kerr County Courthouse Kerrville, Texas 78028 Re: Kerr County Courthouse of 1926 Dear Judge Edwards: (512)46}6100 Recently I spoke with Mr. Bill Laning of the Kerrville Telephone Company regarding the installation of a smoke detection system for the Kerr County Courthouse. By our request, Mr. Laning sent to us a diagrammatic electrical sketch of the system and a description and photograph of the proposed detection units. We understand that only three units are required in the main lobby of the courthouse, which is one of our main areas of concern. Other primary spaces include the county courtroom, the main stair, main hallways, and the county judge's office. Ideally, these units and connecting conduit could be concealed in every location. However, Mr. Laning has explained that the conduit will be hidden from primary views in all major spaces (i.e. the main hallways, the county courtroom), and will be sheathed in an ivory colored "panduit". This sheathing should match the color of the walls exactly. If it is apparent after installation that the color of this new material does not match the wall color, it will need to be painted to match. We suggest that the conduit be placed along the route of other previous wall disturbances where possible, or be located in corners or other non- ccnspicuous locations. A minimum of historic material should be disturbed. If these understandings aze correct, then the project may proceed as described. The goal is to retain as much of the unintemapted visual effect of the original historic appearance of the interior and exterior as possible, while still meeting fire safety codes. We understand the predicament the court finds itself in regarding the relocation of the juvenile detention center to the third floor, and quite honestly aze concerned for the continuing effects this use may have on the building. We support the installation of a fire and smoke detection system for any public building, but there may be many other modifications required to house the detention center which would potentially have far more detrimental effects on the architectural integrity of the structure. We strongly encourage the Court to coordinate with our office eazly on in any modification project to try to avoid adverse effects as much as possible. As you know, we feel that the Kerr County Courthouse is the finest example of 1920's Beaux Arts courthouse azchitecture in the state.
