On this the 11th day of February 1991, upon motion made by
Commissioner Morgan, seconded by Commissioner Holekamp, the
Court unanimously approved by a vote of 4-0-0 to authorize
Kerr County Environmental Health to advertise for bids for
Contour Drive Sewer Project. Said bids are to be received in
the County Clerk's Office until 5:00 o'clock P. M. on
Wednesday, February 27, 1991, and are to be publicly opened
at a Special Session of Commissioners' Court at 2:00 o'clock
P. M. on Thursday, February 28, 1991. Ads are to run in the
Kerrville Daily Times on Wednesday, February 13, 1991 and
Wednesday, February 20, 1991.
INVITATION TO BIDDERS
Sealed Bid Proposals addressed to the KERB COUNTY COMMISSIONERS COURT will be
received at the office of the County Clerk, 700 Main Street, Kerrville, Texas 78028,
until 5:00 Y.M. Wednesday, February 27, 1991, then opened in a meeting of the Kerr
County Commissioners Court at 2:00 P.M. Thursday, February 28, 1991, and publicly
read for furnishing all labor, materials and equipment for the construction of a
sanitary sewer main and services in Contour Drive and Ranchero Drive in Kerrville
South, Kerr County, Texas.
Bid Proposals are to be submitted in duplicate on forms provided, in sealed
envelopes, and identified in the upper left corner of the sealed envelope: "BID
PROPOSAL FOR THE CONSTRUCTION OF A SANITARY SEWER MAIN AND SERVICES FOR KERR COUNTY,
TEXAS."
Plan, specifications and bidding documents may be secured from the office of Voelkel
Engineering 6 Surveying, 212 Clay Street, Kerrville, Texas 78028 (Phone 512-257-
3313).
The Commissioners Court reserves the right to reject any or all Bid Proposals and to
waive informalitites in bidding. In case of ambiguity or lack of clearness in
stating the prices in any bid, they further reserve the right to consider the most
advantageous construction thereof, or to reject the Bid Proposal. The award will be
made to the bidder submitting the lowest acceptable bid.

and specificiations, having visited the site of the work, and being familar with all
of the conditions surrounding the construction of the proposed improvements
including the availability of materials and labor, and the need to protect and/or
replace, restore or repair existing improvements public and private, hereby propose to
furnish all Labor, materials, tools, equipment and superintendance necessary to
complete the work in strict accordance with the Contract Document s. for the work within
the time set forth herein and at the unit bid prices set out hereinabove. These
prices are to cover all expenses incurred in performing the work required under the
Contract Documents, of which this Bid Proposal is to be a part.
I, or we, agree to begin the work within five (5) calander days after receipt of a
written notice to proceed and to fully complete the work in

will be allowed as a basis for extension of the time for completion of the work; if

THIS AGREEMENT, made and entered into this of February, A. D. 1991, by
and between KERR COUNTY COMMISIONERS COURT of the County of Kerr and State of
Texas, acting through its Judge, W. G. Stacy, thereunto duly authorized so to
do, Party of the First Part, hereinafter termed OWNER, and
of the City of
County of and State of Texas, Party of the Second
Part, hereinafter termed CONTRACTOR.
WITNESSETH: That for and in consideration of the payment and agreements
hereinafter mentioned, to be made and performed by the Party of the First Part
(OWNER), and under the conditions expressed in the surety bearing even date
herewith, the said Party of the Second Part (CONTRACTOR), hereby agrees with the
said Party of the First Part (OWNER) to commence and complete the construction
of A COMPLETE AND FUNCTIONAL SANITARY SEWER MAIN ALONG CONTOUR DRIVE AND
RANCHERO DRIVE IN THE KERRVILLE SOUTH VICINITY, KERR COUNTY, TEXAS
All extra work in connection therewith, under the terms as stated in the General
Conditions of the Agreement and at his (or their) own proper cost and expense to
furnish all the materials, supplies, machinery, equipment, tools,
superintendence, labor, insurance, and other accessories and services necessary
to complete the said construction in accordance with the conditions and prices
stated in the Bid Proposal attached hereto, and in accordance with the Contract
Documents prepared by VOELKEL ENGINEERING AND SURVEYING, 212 CLAY STREET,
KERRVILLE, TEXAS herein entitled the ENGINEER, each of which has been
identified by the CONTRACTOR and the ENGINEER, together with the CONTRACTOR'S
written Bid Proposal, the Agreement (signed), and the Performance and Payment
Bonds hereto attached; all of which are made a part hereof and collectively
evidence and constitute the entire contract.
The CONTRACTOR hereby agrees to commence work within five (5) calendar days
after the date written notice to do so shall have been given to him, and to
substantially complete the same within ( )

such extensions of time as are provided by the Contract Documents.

SPECIAL CONDITIONS
OWNER: The word "OWNER" in these specifications shall be understood as
referring to KERB COUNTY, KERRVILLE, TEXAS.
SITE OF THE WORK:
The site of the work is along Contour Drive and Ranchero
Drive in Kerrville South, Kerr County, Texas.
SCOPE OF THE WORK:

It is the declared and acknowledged intent and meaning of
to provide and secure a complete and functional sanitary
STATE SALE TAXES: Kerr County is exempt from paying state sales tax and will
provide the contractor with an exemption number; however, the Contractor shall
comply with all Federal and local laws relating to Unemployment Insurance, Old Age
Benefits, Pensions and Income Tax and shall pay, as required, all taxes, permit
and/or connection fees, and levies or assessments under such laws.
The Contractor shall be held to have studied all tax laws for the jurisdiction
in which the work is being done, and shall pay all taxes for which he may b~ liable
without addition to the contract price.
TIME OF COMPLETION: The CONTRACTOR shall complete the work as provided in the
Contract Documents within the number of consecutive calendar days named in the Bid
Proposal following the date of the Notice to Proceed. The provisions for "working
days" shall not apply to this work. Unless otherwise stipulated, the CONTRACTOR
shall commence work no later that five (5) calendar days after receipt of Notice to
Proceed.
LIQUIDATION DAMAGES FOR DELAY: It is understood and agreed between the
parties hereto that time is of the essence for completion of the work of this
contract, and that for each calendar day of delay beyond the completion date (after
due allowance for such extension of time as it maybe provided herein) the CONTRACTOR
shall pay the OWNER as liquidated damages and not as a penalty, and the OWNER
may withhold from the CONTRACTOR'S compensation such sums as liquidated damages.
Liquidated damges shall appply to the completion date determined by the number of
calendar days named by the Bidder in the Bid Proposal.
GUARANTEE: Upon final completion of the work, the CONTRACTOR shall furnish
the OWNER with a written guarantee for all workmanship and materials provided by him
in the project. The written guarantee shall be made out to the OWNER and in a form
satisfactory to the Engineer, guaranteeing all work under this contract to be free
from faulty materials in every particular, and free from improper workmanship, and
against injury from proper and usual wear; and agreeing to replace or to re-execute
without cost to the OWNER such work as may be found to be improper or imperfect, and
to make good all damage caused to the other work or materials due to such defective
work or due to its required replacement or re-execution. This guarantee shall be
made to cover a period of one (1) year from the date of completion of all work under
this contract, as evidenced by the ENGINEER`s final certificate.
This guarantee must be furnished to the ENGINEER for approval, and approved by
the ENGINEER, prior to acceptance and final payment.
Neither the final certificate nor payment nor any provision in the Contract
Documents shall relieve the CONTRACTOR of the responsibility for neglect or faulty
materials or workmanship during the period covered by the guarantee.

CONTRACTOR'S INSURANCE: The following types of insurance shall be furnished
for the duration of the project and two copies' of Certificates of Insurance
extending the provisions of this insurance shall be furnished to the OWNER prior to
or at the time the contract is executed by the CONTRACTOR and before a Notice to
Proceed is issued:
a. Workman's Compensation Insurance - statutory requirements
b. Automobile Liability Insurance with limits of:
Personal Injury - $100,000.00 each person, $300,000.00 each accident.
Property Damage - $50,000.00 each accident.
c. Comprehensive General Liability endorsed to include blanket contractural
coverage and bodily injury $100,000.00 each person and $300,000.00 each
accident; Property Damage Liability $50,000.00 each accident,
$100,000.00 aggregate; if explosives are used the amounts shall be
$100,000.00 each accident and $500,000.00 aggregate.
MATERIALS AND WORKMANSIIIP: No material which has been used by the CONTRACTOR
or others for any temporary purpose whatever is to be incorporated in the permanent
work without the written consent of the ENGINEER.
WATER AND ELECTRICITY: The CONTRACTOR shall make arrangements as may be
required and bear all expenses for obtaining water and/or temporary electric power.
The CONTRACTOR shall make all connections, furnish all necessary extensions, and
remove same upon completion of the work.
SANITARY FACILITIES: The CONTRACTOR shall provide adequate sanitary
facilities for use by employees of the CONTRACTOR in~conformance with requirements
of the state and local health regulations, laws, and ordinances as interpreted by
applicable authorities.
TESTING, INSPECTION AND CONTROL: Testing required by the City of Kerrville
and set out in these specifications shall be the responsibility of the CONTRACTOR.
There shall be no direct compensation for such testing, the cost for which shall be
included in the unit bid prices for related bid items.
CLEAN-UP: The CONTRACTOR shall at all times keep the site and structures or
facilities thereupon, free from accumulations of waste materials, debris or rubbish
caused by his employees or work; at the completion of the work, he shall leave his
work "broom clean" or its equivalent.
SEPARATE CONTRACTS: The OWNER reserves the right for himself or others to
award contracts for work at the site of this project. The CONTRACTOR shall afford
other contractors reasonable opportunity for the introduction and storage of their
materials and the execution of their work, and where required shall properly connect
and coordinate his work with theirs.
STORAGE OF MATERIALS: Materials shall be stored on blocks off the ground, or
in the manner appropriate to protect same from damage and provide reasonable access
for inspection and identification. Any materials damaged, deteriorated or
otherwise deemed unfit for use shall not be installed in the work.

SPECIFICATIONS DEFICIENCIES: If omission or ambiguities occur in these
specifications, requirements of the City of Kerrville and/or the Texas State
Department of Health shall govern that part(s) of the work.
PARTIAL PAYMENT: Paragraph 5.04 of the General Conditions of the Agreement is
hereby changed to read as follows:
On or before the 5th day of each month, the CONTRACTOR shall prepare and
submit to the ENGINEER for approval and/or modification a statement showing
as completely as practicable the total value of the work done by the
CONTRACTOR up to an including the last day of the preceding month; said
statement"shall also include the value of all sound materials delivered on
the site of the work that are to be fabricated into the work.
The OWNER shall then pay the CONTRACTOR, on or before the 15th day of the
current month, the total amount of the ENGINEER'S statement, less 10 per
cent of the amount thereof, which 10 per cent shall be retained until final
acceptance of the work, and further less all previous payments, and further
less all other sums that may be retained by the OWNER, under the terms of
the Agreement.
NO PAYMENT FOR INCIDENTAL WORK: Payment for all work under these Contract
Documents shall be on a unit price basis as set out in the BID PROPOSAL. All other
work for which no unit or lump sum price is provided shall be considered as
incidental and no direct payment shall be made therefor.
CITY OF KERRVILLE INSPECTION: City of Kerrville inspectors and/or
representatives shall be given ample notice by the CONTRACTOR of work being
accomplished under this contract and shall be given access to all parts of the work
at all times during its progress. If any work or methods~of construction are found
to be unacceptable, the inspector/representative may cause the work to be stopped
until appropriate corrections are made.
CITY OF KERRVILLE CONSTRUCTION SPECIFICATIONS AND STANDARDS: All City of
Kerrville specifications and standards for construction in forms of drawings,
writing and memoranda shall apply to work under this contract as if they were
written hereinto, and it shall 'be the responsibility of the CONTRACTOR to make
himself aware and familiar with such requirements. In case of conflicts in such
requirements of the City with other contract documents, the ENGINEER shall provide
the CONTRACTOR instructions in writing as to which shall apply.
All street and driveway surfaces are to be sawed along each side of the trench
before excavation is started.
Street pavement shall be protected from damage by trenching machine and/or backhoe
outriggers.
Every surface and improvement disturbed during the progress of the work shall be
replaced or restored to equal or better condition than exists prior to starting the
work.

Excavation depths for payment will be determined from the natural ground or pavement
surface to the flowline of the pipe along centerline of the sewer trench. Final
measurement depths may vary accordingly from plan and bid proposal depths.
BARRICADES & WARNING DEVICES: All parts of the work shall be adequately
barricaded with proper warning lights and/or signs in accordance with City of
Kerrville standards.
SPECIAL ATTENTION IS DIRECTED T0:
Section I, Excavation, Trenching and backfilling for pipe:
1.06 Trench Excavation
a. Trench Opening
TRENCH SAFETY PROTECTION (O.O.S.H.A. REQUIREMENTS): The Contractor shall be
responsible for enforcement and compliance with the Occupational Safety and Health
Administration rules for "Construction Standards for Excavations".
NOTE: Any of the above items of work not set out in the Bid Proposal will not be
paid for directly, but shall be included in the Unit Bid Price for other related
work.

SECTION II
SANITARY SEWERS
2.01 DESCRIPTION: This item shall consist of furnishing all necessary plant,
labor, equipment, materials, and performing all work required to install sanitary
pipe sewers and appurtenances of the class, size and dimensions specified at the
locations and to the lines and grades shown on the plans, all in strict compliance
with these specifications.
2.02 MATERIALS:
A. P.V.C. Pipe and fittings:
(1) General: Materials, manufacture and design of pipe., and
fittings shall be as prescribed in ASTTS Designation D3034-SDR
26.
(2) Joints: Joints shall be locked in rubber sealing ring to
provide water tight, flexible seal, and shall meet the
requirements of ASTM D3212.
B. Vitrified Clay Pipe and Fittings:
(1) General: Materials, manufacture and design of pipe and
fittings shall be as prescribed in ASTM Designation C 200 for
Extra Strength Salt Glazed Vitrified Clay Pipe.
(2) Cause for Rejection: Pipe shall be subject to rejection
because of failure to meet any of the above specifications or
because of any of any of the following:
(a) Fractures or cracks passing through the shell except that
a single end-crack that does not exceed the depth of the
joint shall not be cause for rejection. If a single end-
crack that does not exceed the depth of the joint exists
in more than 10% of the pipe, however, the defective pipe
shall be rejected.
(b) Spalls deeper that one-half the depth of the joint or
extending more than four inches around the circumference
shall be cause for rejection of the defective pipe.
(3) Type of Pipe: Pipe shall be bell and spigot.
(4) Joints: Vitrified clay pipe and fittings shall be fitted with
factory fabricated compression joints or couplings meeting the
requirements set forth in the latest specifications for
Vitrified Clay Pipe Joints, ASTM Designation C425.

2.03 TESTS:
A. Pressure Test for Leakage:
(1) General: In order to minimize the inflow/infiltration load the
Enviromental Protection Agency requires all new sewage collection
systems to be tested to minimize leakage. This item shall cover the
testing of completed sections of installed sewer pipe using low air
pressure or the equivalent water pressure.
(2) Test Equipment: All plugs, valves, gauges, air hoses, connections,
compressors and other equipment necessary to conduct the test shall
be furnished by the CONTRACTOR. The test requirements for low
pressure air testing will consist of valves, plugs, accurate
pressure gauges, and regulators used to control the rate at which
air flows to the test section and to monitor the air pressure inside
plugs.
(3) Test Procedures:
a. Determine section of line to be tested.
b. Clean
c. Apply air pressure until the pressure inside the pipe reaches 4
psig.
d. Allow the temperature inside the pipe to stabilize, then reduce
pressure to 3.5 psig.
e. At 3.5 psig the time and pressure will be observed and recorded.
A minimum of 5 readings will be required for each test.
f. If the time in seconds, for the air pressure to decrease from 3.5
psig to 2.5 psig, is greater than that shown in the following
table, the pipe shall be presumed to be free from defect. When
these rates are exceeded, pipe breakage, joint leakage or
leaking plugs are indicated and an inspection must be made to
determine the cause. If so designated by the ENGINEER, another
test may be required on a section that has failed to pass the air
test after repairs have been made.

B. Test for Displacement:
(1) After the trench has been backfilled to 2 feet above the pipe and
tamped as specified, check the alinement as follows. Flash a light
through the sewer between manholes, using a flashlight or reflecting
sunlight with a mirror. If the illuminated interior of the pipe
shows poor alinement, pipe displacement or other defects, the
CONTRACTOR shall remedy them satisfactorily.

(2) Plastic pipe sizes 6 inches through 30 inches shall be tested
for deflection by pulling a mandrel with an outside diameter
egeual to 95 per cent of the base inside diameter of the pipe
through the pipe after backfilling is complete. All nominal
inside diameters for PVC pipe shall be as published by pipe
manufacturer. '
(a) The mandrel shall be cylindrical in shape and construced
with at least seven evenly spaced arms or prongs. Mandrels
with less arms will be rejected as not sufficiently
accurate. The contact length of the mandrel's arms shall
equal or exceed the nominal diameter of the sewer to be
inspected.
(b) The mandrel shall be hand pulled through all plastic sewer
mains. Any sections of sewer pipe not passing the mandrel
shall be uncovered and the CONTRACTOR shall re-round or
replace the sewer to the satisfaction of the ENGINEER.
Repaired sewer shall be retested.
(c) The inspection shall be conducted no earlier than 30 days
after reaching final trench backfill grade, provided; in
the opinion of the ENGINEER, that the soil has thoroughly
settled throughout the entire trench.
(d) The CONTRACTOR shall submit drawings with complete
dimensioning of the proposed mandrel device to the ENGINEER
for review. Each mandrel, one for each diameter and
specification of pipe, shall have nameplate with pertinent
information, i.e., 5 percent D-3034, 8" dia., SDR 35.
C. Correction of Defect in Work: If upon completion of the testing
procedures set forth herein the work is found not to meet or
exceed the minimum requirements, it shall be the responsibility
of the CONTRACTOR to remedy such failures by repairing or
replacing such work until such minimum requirements are met. If
after completiop of the work and testing thereof water is found
flowing through the system, it shall be the responsibility of
the CONTRACTOR to determine the source of leakage in the system
and remedy the leakage by repairing or replacing any faulty work
and/or materials.
2.05 MEASUREMENT AND PAYMENT:
A. Mains:
(1) All pipe and trenching for sanitary sewers shall be
measured by the linear foot of the size and at the depth
installed from the flow line of the pipe to the ground surface
over the center of the pipe, in increments of depth set out in
the BID PROPOSAL horizontal, and center to center of manholes.

SECTION III
SANITARY SEWER MANHOLE
3.01 DESCRIPTION: This item shall include the furnishing of all labor, materials
and equipment necessary for the construction of sanitary sewer manholes,
including the furnishing and adjusting to grade of manhole castings and
covers of the size and type detailed in the project specifications and plans.
All sanitary sewer manholes shall be contructed in accordance with the
specifications herein and conforming with the required lines, grades and
details shown on the plans and directed by the Engineer. Successful passage
of a hydrostatic pressure or vacuum test shall be required for the acceptance
of the sanitary sewer manholes.
3.02 MATERIALS:
A. Iron Castings: Type as shown on plans, all covers shall have the words
"sanitary sewer" cast thereon.
(1) General - ASTM A-48, Class No. 20, cast iron. Make cast iron
manhole frames and covers to dimensions shown on detail drawings
free from sand or blow holes or other defects. Hot asphaltum
varnish applied at the Foundry. Machine bearing surfaces and covers
to obtain even bearing. Lifting bars with slots cast in to the
covers shall be provided for lifting purposes.
(2) Watertight Ring and Cover shall contain no holes or openings except
as required for bolts. cover shall seat on a minimum 5/16 inch
diameter rubber ring gasket conforming to the material requirements
of ASTM C-443. The rubber gasket shall rest in a groove cast in the
ring. A minimum of three (3) 5/8 inch diameter stainless steel, hex
head bolts shall be provided, evenly spaced with counter sinks for
the bolt heads. Alignment marks shall be cast onto watertight ring
and cover for alignment.
B. Precast Concrete Manhole Sections:
(1) Precast concrete manhole sections (base sections, risers, reducers,
cones, slab taps and grade rings) shall conform to the requirements
of ASTM C-478. Provide bases, risers and reducer sections having an
inside diameter as shown on the plans and details as required. The
inside diameter of the access opening shall not be less than twenty
four (24) inches.
(2) Precast concrete manhole riser sections, except grade rings, shall
be formed with male and female ends for use with 0-ring gaskets.
The male end shall contain a recess for the gasket. The joints and
gaskets in the base and riser sections shall comply with the
requirements of ASTM C-443, as modified to incorporate an 0-ring
type rubber gasket.
(3) Walls of the precast concrete manhole riser sections shall be a
minumum of five (5) inches in thickness.

(4) Adjustment throat rings shall be reinforced concrete rings having a
thickness of two (2) inches. The internal diameter shall be not
less than twenty four (24) inches and the width shall be a minimum of
five (5) inches. (Applies to Monolithically Cast Manholes also).
(5) Resilient connectors for a watertight seal between precast concrete
manholes and sewer pipe may be burnished as shown on the Plans and
detail drawings. Resilient pipe to manhole connectors shall conform
to ASTM C-923 and shall be placed in the walls of precast concrete
manhole sections at the sizes and locations shown on the plans.
Resilient connectors shall provide ten {10) degrees of
omnidirectional deflection at the entrance of the pipe into the
manhole wall. Resilient joint connectors for a watertight seal
between the manhole base and specified line pipe fifteen (15) inches
and larger shall be provided. This joint shall comply with ASTM C-
923.
(6) Reinforced concrete precast manhole base shall be manufactured in
accordance with ASTM C-478. The precast base may have formed smooth
invert channels cast at the angles which are indicated on the
details. The invert channel shall have 0.25 foot fall toward the
outlet and inverts shall be designed to prevent reverse flow.
Furnish precast base as manufactured by Moor-Tex Concrete Products,
Inc., Sealy, Texas, or Engineer approved equal.
C. Monolithically Cast Concrete Manhole:
(1) Wall thickness of the manhole shall not be less than six (6) inches
or as shown on the detail drawings for the size manhole shown on the
plans. The structure shall be cast in such a manner as to produce
dense, compacted walls free of honeycomb surfaces throughout_ the
structure. The steel reinforced manhole base shall be cast
monlithically with the walls of the manhole having a depth, width,
and thickness as shown on the detail drawings.
(2) All concrete shall be of the type and class shown on the detail
drawings. All reinforcing steel shall be of the size and type shown
on the detail drawings and shall be placed as shown. The minimum
base diameter for concrete manhole bases formed in the field shall
be sixteen (16) inches greater than the outside diamter of the
manhole or as shown on the detail drawings, whichever is greater. A
smooth finish shall be required for all interior surfaces as
approved by the Engineer. A cold joint will be allowed only when
the manhole invert depth exceeds twelve (12) feet. One (1) joint
will be allowed per manhole and that joint shall be approved by the
Engineer.
(3) No backfill shall be placed around the manhole until twenty four
(24) hours after the casting of the manhole has been completed.
Backfill shall conform to the requirements of the specification for
excavation, trenching and backfilling. Backfilling shall be in one
(1) foot lifts with "ordinary backfill" compacted to ninety percent
(90%) maximum dry density.

D. Mortar:
Interior surfaces of manholes must receive a mortar coat. Mortar shall
be composed of one (1) part portland cement, two (2) parts sand and
sufficient water to produce a workable mixture. When used to plaster
manholes, it may be composed of one (1) part cement to three (3) parts
sand. Lime up to ten (10) percent may be used.
3.03 CONSTRUCTION METHODS:
A. General
Excavate the pit for a manhole structure no wider than the manhole.
diameter plus four (4) feet, allowing two (2) feet around the structure
unless otherwise directed by the Engineer. Prior to constructing
manholes, the excavated bottom shall be sufficiently dewatered and made
free of unstable soil to prevent settlement of the manhole.
B. Installation
(1) Manhole base shall be bedded on six (6) inches of crushed stone to
provide a firm foundation for the manhole. The Contractor shall
level and plumb the base prior to setting the precast manhole riser
sections on the precast concrete base.
(2) Footings or bases of manholes shall be a minimum of six (6) inches
in depth below the bottom of the pipe and in all cases shall be steel
reinforced as shown on the plans and details.
(3) Suspend or support first riser section in such a manner to permit
pouring foundation below and around the bottom 6-inches of riser.
Methods used to suspend or support to remain in place until conrete
foundation has cured sufficient to withstand imposed load.
(4) Cast in Place:
(a) Where main sewer (lowest line) passes straight through manhole
or deflection of main sewer is less than 5 degrees, and no other
line or stub-out is shown entering manhole below centerline of
main sewer, lay pipe continuously through manhole. After
manhole walls have been completed above top of sewer, break out
and remove top half of barrel of sewer pipe previously laid
through manhole. Use concrete with 1-inch mortar topping and
construct invert.
(b) Where main sewer (lowest line) alignment deflects greater than
5 degrees at manhole or where another sewer or stub-out enters
at or below centerline of main sewer, terminate main sewer pipe
laying it in such manner that ends of pipe protrude inside of
manhole. Construct invert with concrete and top with 1 inch of
mortar. Shape invert for smooth flow across floor of manhole
and slope side as shown to obtain proper contour.

(5) All invert channels shall be constructed and shaped accurately so as
to be smooth, uniform and cause minimum resistance to flow. The
bench shall be finished smooth with a slope of one-half inch ('~") per
foot from the manhole walls to the edges of the invert. The top half
of all sewer pipes within the invert channel or bench zone shall be
removed flush to the inside manhole walls.
(6) Joints on sewer pipe shall not be cast or constructed within the
wall sections of manholes.
(7) Concrete: cradles shall be provided for all infuent and effluent
pipes, and shall extend a minumum of thirty six inches (36") beyond
the outside walls of the manhole. On new sewer manholes and pipe
systems, pipes entering a manhole above the lowest sewer shall
project two inches (2") from the inside wall. Such pipes shall be
installed with a joint a minimum of six inches (6") and a maximum of
eighteen inches (18") from the outside manhole wall. A concrete
cradle shall be provided for the pipe extending from the manhole
wall a minimum distance of thirty six inches (36"). Concrete
cradles shall not be required for precast concrete manhole bases
which utilize resilient pipe to manhole connectors as shown on the
Plans and Details of the project. '
(8) Voids between exterior pipe walls and manhole walls at all pipe
connections in manholes shall be filled with a non-shrink grout,
concrete or mortar as approved by the Engineer or as shown on the
plan details and inspected prior to backfilling.
(9) Install service stub-outs, where shown, to line and grade. Use one
full joint of pipe, of size indicated, for stub-out. Seal stub-out
with plug. Install plug in a manner to prevent seepage or leakage
through stub-outs. Installation of plug shall be so that it may be
easily removed in future without damaging bell or grove end of stub-
out. Where lateral sewer pipe, stub-outs, and drop connections
enter manholes, cut off ends of protruding pipe flush with inside of
manhole wall. Point up any irregularities with mortar.
(10) Where drop connections into manholes are required, construct drops
of 6-inch pipe for 6-inch sewer mains, of 8-inch pipe for sewer mains
8 inches in diameter thruuf;li ]5 inches in diameter, and of 12-inch
pipe for all larger sewer mains. Drop connections consist of a wye
in sewer main faced vertical down, riser stack, 90-degree cut elbow
at base of stack and joint of. pipe from elbow into manhole. Encase
entire drop connection in Class "B" concrete extending at least 4
inches outside of bells on three sides away from manhole wall and
extending to face of manhole wall on side adjacent to manhole. Join
entire drop connection with wall of manhole in solid mass of
concrete. Construct drop connection at time manhole is constructed.
If lateral is not to be immeiately connected into drop connections,
plug outer end of tee in same manner as specified for plugging stub-
outs.

(11) Throat rings shall bo mortared between all bearing surfaces
sufficient to provide a minimum in place mortar thickness of one-
quarter inch (1/4"). No more than four (4) throat rings may be used
on any manhole. After installation of riser and top has been
completed to proper elevation, set cast iron manhole in full mortar
bed and adjust to required elevation.
(12) Where manholes are constructed in existing streets and where
directed by the Engineer or shown on the plans, the exterior exposed
surfaces of the ring, mortar, throat rings and manhole surface shall
be coated with a one-eighth inch (1/8") minimum thickness of Trowel
Mastic No. 710-23 asp}~alt asbestos fiber as manufactured by
Flintkote, or equal prior to placement of concrete.
(13) Backfill around manholes and drop connections immediately after
mortar and concrete have set. Place backfill in accordance with
applicable provisions of item covering construction of sewer mains.
All manholes located within 5 feet of curb line are to be backfilled
the same as manholes within existing or future pavements.
C. TESTING:
(1) Successful passage of hydrostatic or vacuum test shall be required
for acceptance of manholes.
(2) Hydrostatic testing shall be conducted by plugging, with approved
plugs, all influent and effluent pipes in the manhole and filling
the manhole to the top of the concrete manhole cover with water.
Additional water may be added over a twenty four (24) hour period to
compensate for absorption and evaporation losses. At the conclusion
of the twenty four (24) hour saturation period the manhole shall be
filled to the top of the concrete manhole cover and observed. A
loss within a thirty (30) minute period shall be considered an
unsuccessful test.
(3) The sewer line entering the manhole shall be temporarily plugged
with the plugs braced to prevent their being drawn into the manhole.
The plugs shall be installed in the lines beyond drop-connections,
gas sealing connections, etc. The test head shall be placed inside
the frame at the top of the manhole and inflated in accordance with
the manufacurer's recommendations. A vacuum of 10 inches of mercury
shall be drawn, and the vacuum pump will be turned off. With the
valve closed, the level of vacuum shall be read after the required
test time. If the drop in the level is less than 1-inch of mercury
(Final vacuum greater than 9-inches of mercury), the manhole will
have passed the vacuum test. The required test time is determined
as follows:

(4) The cost of testing and repairs shall be included in the unit price
bid per manhole installed. Should any manhole not pass the testing,
it shall be resealed and retested at the Contractor's expense until
the test requirements have been met.
3.04 MEASUREMENT AND PAYMENT;
A. Manholes:
(1) Standard Manhole: Payment for manholes shall be in accordance with
the unit bid price bid for "Standard Manhole", which price shall be
for manholes constructed to depths set out in BID PROPOSAL, measured
from the flowline elevation of the sewer at the center of the manhole
to the top of the manhole cover. Such unit bid prices shall be full
compensation for excavation, concrete foundation, invert
construction, cast iron ring and cover, wall construction (cone and
rings), sheating, shoring, special joints to prevent infiltration,
properly compacted backfill, and all other incidentals necessary to
complete the work in accordance with the bid documents.
(2) Drop Manhole: Payment for drop manholes shalt be in accordance with
the unit bid price bid for "Drop Manhole", which price shall ,be for
manholes constructed to depths set out in BID PROPOSAL, measured
from the flowline elevation of the sewer at the center of the manhole
to the top of the manhole cover. Such unit bid prices shall be full
compensation for excavation, concrete foundation, invert
construction, cast iron ring and cover, wall construction (cone and
rings), sheating, shoring, special joints to prevent infiltration,
the drop (including the tee in the main, the drop pipe, the elbow and
joint from elbow into manhole, and concrete encasement), properly
compacted backfill, and all other incidentals necessary to complete
the work in accordance wiCh the bid documents.

SECTION V
CONCRETE CONSTRUCTION
5.01 MATERIALS:
A. Cement: In accordance with ASTM Specifications C-150 or C-175.
B. Water: Clean and free of deleterious amounts of acid, alkali or
organic matter.
C. Aggregate: In accordance with ASTM Specifications C-33. Maximum
size not larger than one-fifth of space between forms nor three-quarters of clear
spacing between reinforcing bars, not larger than 1-1 /2 inch size.
D. Concrete Admixtures: Ai r entraining agent, conforming to ASTM
Specification C-260, is.required. CONTRACTOR may, at his option, use Possolith of
Plastiment admixture or an approved equal to reduce water and cement content of
Class A concrete. If admixture is used, cement content may be reduced to five (5)
bags per cubic yard; slump requirements remain unchanged. No additional
compensation will be allowed for concrete containing admixture.
E. Reinforcing Steel: Intermediate grade, in accordance with ASTM
Specification A-15. Deformations in accordance with Specifications A-305.
5.02 CONCRETE:
A. Design Mix: Contractor shall be responsible for design of concrete
mixtures. Use ready-mixed concrete conforming to ASTM Specification C-94 or site-
mixed concrete. -
B. Changes in Mixes: Change materials, proportions, or mixing
C. Classification: Structural Type.

' F. Forms: Provide mortar-tight smooth surface wood forms to line and
grade, adequately braced. Patented panel forms or steel forms may be used. Secure
approval for time of form removal. Provide plywood or Masonite form surface for
exposed concrete surfaces, and broom all surfaces. (Ref: 2.02 k)

B. Material: Joint material shall be asphalt impregnated fiber board,
or redwood. The joint material shall be the full depth of the concrete across its
full width, a minimum thickness of ~". If redwood is used for curb and gutter,, it
shall be cut to allow for a plastic sealer along the full width of its top.
C. Dowell Bars: Dowel bars s}~all be No. 4 smooth steel bars placed
through each expansion joint and at "cold" pour joints. To allow horizontal,
longitudinal movement, each bar shall have one end enclosed in an acceptable cap,
wrapped in asphaltic felt, or adequately greased for a full twelve (12) inch length
to the expansion joint material.
5.04 PAYMENT: Work under this Section s}~all be paid for at the unit price bid for
"Replacement of Concrete Riprap and Walks" in the BID PROPOSAL.
Any other work would be because of damage to existing improvements damaged during
other construction for which there shall he no direct payment, and replacement of
such damaged improvements shall be the CONTRACTOR'S expense.

G. Mixing:
Specification.
(1) Read}*-Mix: In accordance with previously referenced ASTM
(2) Site-Mix: Use approved type and size of mixer.
Equipment to be maintained in good operating condition. Mix materials for minimum
of one and one-half minutes.
H. Placing of Concrete: Transport, convey and consolidate concrete in
accordance with acceptable practices. Place concrete within one hour after start
of mixing. Arrange placing schedule so that all concrete in any one pour can be
placed and finished in daylight hours unless otherwise approved by ENGINEER.
Concrete may be placed only when the atmosphere temperature is 40°F and rising, or
above.
I. Curing: Wet-cure concrete for seven days; three days for high-early-
strength concrete. Membrane curing permitted for slab sections only. Apply
membrane curing compound in accordance with manufacturer's printed instructions and
recommendations.
J. Patching: If form ties are used, fill tie holes and patch honeycomb
in satisfactory manner.
K. Rub Finish: Rub finish exposed concrete surfaces, from six inches
below finished ground line to top. Perform rubbings with No. 16 carborundum stone,
to provide smooth, uniform and clean surface.
Reinforcing Steel:
A. Standard Requirements: Bend, clean, place and tie reinforcing in
accordance with ACI standards.
B. Splices: Lap bars at splices 24 bar diameters, with 12 inches
minimum, except for welded splices. For welded splices, fillet weld each side of
lapped bars 8 bars diameter, except butt weld No. 8 bars or larger. Develop full
bar strength at welds.
5.03 EXPANSION SOINTS:
A. Spacing:
(1) Curb & Gutter: Expansion joints shall be placed perpendicular
to the centerline of the street at seventy (70) foot intervals, and at the P. C.
and/or P.T. of a curve or return into an intersection.
(2) Walks: Expansion joints shall be placed perpendicular to the
longitudinal centerline of the walk at seventy (70) foot intervals.
NOTE: Curbs and Gutters and Walks shall be scored at (10) ft.
intervals.

B. Material: Joint material shall be asphalt impregnated fiber board,
or redwood. The joint material shall be the full depth of the concrete across its
full width, a minimum thickness of '~". If redwood is used for curb and gutter., it
shall be cut to allow for a plastic sealer along the full width of its top.
C. Dowell Bars: Dowel bars shall be No. 4 smooth steel bars placed
through each expansion joint and at "cold" pour joints. To allow horizontal,
longitudinal movement, each bar shall have one end enclosed in an acceptable cap,
wrapped in asphaltic felt, or adequately greased for a full twelve (12) inch length
to the expansion joint material.
5.04 PAYMENT: Work under this Section shall be paid for at the unit price bid for
"Replacement of Concrete Riprap and Walks" in the BID PROPOSAL.
Any other work would be because of damage to existing improvements damaged during
other construction for which there shall be no direct payment, and replacement of
such damaged improvements shall be the CONTKACTOR'S expense.
