Enclosed is my resume in response to your request,
During my nearly forty years in architecture and related
Fields I have developed an analytical approach to projedts with
a sensitivity to developing technologies which can improve
productivity as well as maximize space utilization. Experience
in analyzing a variety of functions with an eye For practical
applications over the years and observing the results of solu-
tions has enhanced my ability to anticipate growth and changes
in functional requirements and to plan for them to occur with
a minimum of expense and disruption to daily routines. This
ability has been tested and proven on many projects in a health
care environment, where critical routines are most intense and
complex. One of my hallmarks has been my habit of making daily
inspections in order to assure smooth construction progress acid
a calm transition into an improved environment.
Architecture is more than simply a harmonious orchestration
of construction materials into a structure that is aesthetically
pleasing. Indeed, to be successful, it must provide an environ-
ment where people may function productively with a high degree
of satisfaction. Of the many Factors entering into the equation
for a successful project, personalities are the most elusive.
Architecture is For people, and they constitute the most deli-
cate material an architect handles on any project. In the case
of public oFfices, where personalities are subject to Frequent
change, due to the political process, and to constant public
pressures, the architect must reduce these factors to the lowest
common denominator in the best interest of the ultimate benefi-
ciaries,°the taxpayers. I take pride in my success in dealing
successfully with people at all levels in health care environ-
ments. I doubt that dealing eFfective ly in other environments
can be any more challenging. Of course, I have had to deal to
some extent with politics in the VA.
Therefore, I believe my experience is worthy of your con-
sideration. While it is unethical for me to quote fees For my
services in order to obtain a commission, I can assure you that
my fees will be Fair and that my services will 6e rendered in
the best interest of all concerned, including taxpayers of Kerr
County, such as myselF.

Current practice, since January 1989, includes residential,
commercial and institutional activity, along with service as a
member of the City Planning and Zoning Commission.
From September 1980 until October 1987 I served the Veterans
Administration Cnow Department of Veterans Affairs) as an
Engineering Officer managing construction both in Kerrville and
at the Fort Howard Maryland facility. Major projects included
modernization of patient rooms and up-grading of clinical and
support Facilities at Kerrville and restoration of turn-of-the-~~
century staff quarters and administrative buildings for staff
and approximately one mile of sea wall with related grounds
improvements to make Fort Howard a model VA facility, which has
since become Mid-Atlantic VA Regional Headquarters.
Prior private practice in Kerrville, From June 1971 until Sep-
tember 1980, included a new Central Fire Station and Municipal.
Auditorium improvements For the City of Kerrville, repair pro-
jects for the Kerrville Independent School District, prelimi-
nary plans for the new Point Theater at the Hill Country Arts
Foundation, major expansion of the Hummingbird and many resi-
dential projects in Bandera, Gillespie, Guadalupe, Kimble and
Llano as well as Kerr Counties.
After graduating From the University of Arkansas in 1961 I
spent three years in Gallas County working under other architects,
including Smith and Warder on Gallas County Court House and Grand
Prairie School projects and Thomas E. Stanley and Associates on
the new Fort Worth Federal Building and other high rise projects.
Before returning to Kerrville to enter my own practice I worked
seven and one half years in San Antonio under other architects,
including Edward R. Gondeck on Bexar County Court House projects
and Thomas A. Noonan on the San Antonio Convention Center, Arena
and Theater for Performing Arts.
Prior to entering the University of Arkansas I spent two years
on active duty with the United States Navy as a Quartermaster,
worked as a rodman and draftsman for the Texas Highway Depart-
ment, Resident Engineer and Mooney Aircraft, all related to
construction, design, mechanical drawing and spacial relation-
ships.
I am a 1948 graduate of Tivy High School, having lived here with
my brother, Dr. Roger 'Ste venson, since January 1947.
I was horn in North Little Rock, Arkansas 3 May 1930.

17, 1991. I am very interested in providing architectural services for the office space as
described.
I have recently returned to the hill country to live full-time after a career in architecture with
a Houston based firm. I was a principal with the firm for twenty two (22) years. My
experience is in the total scope of architecture, including interior architecture.
Though my wife and I live on a farm between Comfort and Center Point, I will be opening
an offce in Kerrville no later than 1 April 1991.
