On this the 25th day of July 1991, upon motion made by
Commissioner Morgan, seconded by Commissioner Lackey, the
Court unanieouely approved by s vote of 4-0-0, to approve the
resolution of Commissioners' Court of Kerr County endorsing
and approving Habitat for Humanity ea a local Non-Profit
Corporation and qualified applicants to receive property
under the donation program of the resolution.

Dear Judge Stacy:
Enclosed is a draft of Resolution wklickl i klereby request the
Commissioners' Court of Kerr County, Texas to review and
kiopefully approve.
TYLe local Habitat for Humanity - Kerrville, Texas, has an
opportunity to acquire three houses from RTC at no cost under
their donative program. Habitat will then renovate the houses
and sell them to qualified low income persons under the same
program that they kLave been operating here for the last two
years. The house is sold at actual cost witkl no interest but
under a program that requires tkle family to put in a certain
number of hours of sweat equity on either tktat house or some
other house that Habitat is working on. Tkle family then pays the
cost back over a number of years.
RTC of course requires that Habitat submit a written
application witkl numerous forms and resolutions before it will
turn over the houses. One of its requirements is tkLat the
endorsement of the entity seeking the klouses be obtained from the
local County government or County Government Housing Authority.
As I understand it from tkle gentleman at RTC, all they need is
some resolution "endorsing and approving" the entity to whom the
houses are going to be turned over to. Tklis is apparently
nothing more than to provide tklem some piece of paper to show
tktat local government units are aware tktat tklis entity does exist
and is valid and not a sham so far as tkley are aware.

RESOLUTION OF THE COMMISSIONERS' COURT
COUNTY OF KERR, TEXAS
The Commissioners' Court of tkie County of Kerr, State of
Texas, hereby endorses and approves Habitat for Humanity -
Kerrville, Texas, as a local qualified non-profit corporation and
qualified applicant to receive any and all properties located in
Kerr County, Texas under the Donation Program of the Resolution
Trust Corporation ("RTC"), such properties specifically including
the following described and identified properties:

Tkie Commissioners' Court approves and acknowledges the
request of Habitat for Humanity - Kerrville, Texas, to receive
such residences for tkie purposes of renovating same for future
public use of the properties as single-family residences for
residential housing for lower income families under the regular
Habitat for Humanity Program.
This resolution was passed and approved by the
Commissioners' Court of tkie County of Kerr, State of Texas, at
the express request of Habitat for Humanity - Kerrville, Texas
pursuant to the requirements of tkie RTC. No liability, either
direct or indirect, of any kind is assumed by tkie County of Kerr
as to the tax exempt status, organizational structure, or
renovation and constuction skills of Habitat for Humanity -
Kerrville, Texas, or otherwise, is assumed or undertaken by tkie
County of Kerr by virtue of tkiis resolution. This resolution was
passed and approved by the Commissioners' Court of Kerr County,
Texas, on the 29th day of July , 1991.

It is my understanding that Habitat For Humanity -
Kerrville, Texas has been approved as to the three properties
concerned here in Kerrville pending receipt of this resolution by
them. Therefore if it meets Commissioners' Court approval I
would like to have back the signed resolution as soon as possible
so that I can get it in to RTC.
