On motion made by Commissioner Holekamp, seconded by Commissioner Oehler, the Court unaninouely approved by a vote of 4-0-0 to join with Community Action Group, Inc. and the affected Kerr County residents in commending and thanking the Management of the Lower Colorado River Authority for its responsiveness to public in put to its Kerrville Project. T0: THE HONORABLE KERR COUNTY COMMISSIONERS' COURT WHEREAS The Lower Colorado River Authority is proposing a major installation of new electrical power facilities composed of a large transformer substation and extensive high voltage transmis- sion lines in Kerr County, to be known as the Kerrville Project and; WHEREAS said Kerrville Project is described in more detail in LCRA's letter of February 4, 1991 and the accompanying map, copy attached and; WHEREAS said letter and map shows a NEW location for the trans- former substation on the University of Texas property and a PREFERRED route for the high voltage transmission line (high- lighted) and, WHEREAS the said location for the transformer substation and the PREFERRED route for the high voltage transmission line is vastly superior to the original siting and routing of said Kerrville Project.. Further the PREFERRED routing is preferable to any other routing shown on said map. The siting and routing when completed as shown on said map would substantively answer all previous objections and; WHEREAS LCRA Management officials have tiently with the residents of the affect months. Answering numerous question and to Kerrville to meet with residents and which showed a genuine concern for the Project would have on the residents and worked closely and pa- id area over the past 19 making more than 4 trips affected parties, all of impact the Kerrville property owners. NOW THEREFORE be it Resolved that LCRA Management be commended for its willingness to receive the comments and input of the residents and for its action in locating the new electric utility equipment in areas that not only would have a minimum environmen- tal impact on wild life and their natural habitat, but also a minimum impact on'the community and its residents and; BE it further Resolved that this Kerr County Commissioners Court join with CAG Inc. and the affected Kerr County residents, in commending and thanking the Management of the Lower Colorado River Authority for its responsiveness to public in put to its Kerrville Proiect. Box 129 Kerrville, Texas 78029 Re: Kerrville Project pear Mr. Harvey: This letter is to update you on the progress of the Kerrville transmission line and substation. Enclosed is a map of the Kerrville South area, showing the proposed substation site and the preferred transmission line route. . Yt is requested that the Community Action Group (CAG) adopt the praposed substation site and the preferred transmission line route. Support through a resolution at the Kerrville County Commissioner's Court is also requested. The selection of an alternate route may be appropriate, since the area southeast of the substation site contains habitat that could support endangered species, such as the black-capped vireo, the golden-cheeked warbler, and the fish-hook cactus, As was indicated in the last letter to you, dated November 13, 1990, afield visit was performed by the U. S. Fish and Wildlife Service on November 27, 1990, LCRA staff and LCRA's environmental consultant, Espey Huston and Company accompanied them. The purpose of this field study was to evaluate impact to endangered species, such as the black-capped vireo and the golden-cheeked warbler. The substation site and route were checked far other endangered species as well. The area that is south and east of the substation site (marked in green) was indicated to be a concern. However, until shown otherwise, it is believed that LCRA can mitigate the disruption to this area and proceed with the project. This site and route is recommended based upon an evaluation of information received in: 1) the public open houses held in Kerrville on February 20 and 21, 1990; 2} the Community Action Group meeting held in Kerrville on July 2A, 1990; 3) correspondence received from th@ public at large, and 4) correspondence from the representative of Summer Hill Estates (Mr. R. D. Haynes); 5} engineering and environmental studies of the area, and ingut from various state, federal, and local agencies, as well as other knowledgeable persons, about the area of interest concerning the total project, A brief description of the recommendation is as follows: Substation site r.~ The substation site as shown on the attached map has been tentatively selected ol.the University of Texas property. zt would back up to lots 14 and 15 and would be about 325 ft. x 325 ft. or 2.8 acres in size. The substation area is sized and located to accommodate substation access roads, entrances as well as a 50 ft. buffer zone of existing trees and shrubs. We would want to save ds many trees as possible, so some flexibility in the exact location is desirable. Transmission line Possible transmission line routes in the Kerrville South area axe shown on the attached map. The preferred route is shown by the thickest dashed line. Please note that the route shown is only a best approximation since the exact pole heights and locations, and line routes cannot be determined until afield survey. The preferred route to the River Hills substation will avoid the most densely populated areas which is basically the shortest route between the River Hills Substation and the proposed substation site, except for the consideration of property lines and roads. Our next step on this project is to request a certificate of Convenience with the Public Utility Commission. As a part of the filing, we would like to include a document of support from the Community Action Group. A resolution of support from the Kerrville County Commissioner's Court is also required since an earlier resolution opposed transmission lines in the Kerrville South area. Tt is recognized that any site and route will affect someone but it is believed that through this public process we have arrived at an acceptable alternative with minimal environmental and public impact.
