Commissioner Lackey reported on the Airport Advisory Board
meeting. The Board made Mr. Wilburn, the owner of the
property at the end oŁ the runway, an oŁŁer, Mr. Wilburn
declined the offer and made a eounteroŁfer. The Board has
asked the City Attorney, who has prior authorization from the
City Council and Commissioners' Court to negotiate with Mr.
Wilburn on a final price for the property.
oZpd65•~Commissioner Morgan gave a repos•t on animal control. A man
riding a bicycle on Highway 16 was attacked by dogs and ,a
nurse at the State Hospital was bitten by cats on Highway 16.
David Litk.e impounded all three (3) animals Łor three (3)
days. An animal cannot be classitied as vicious unless it
bites a person on the Łace or it, bites another person,
