~° Commissioner Lackey reported on the Airport Advisory Board
meeting. The Board made Mr. Wilburn, the owner of the
property at the end oŁ the runway, an offer. Mr. Wilburn
declined the offer and made a counteroffer. The Board has
asked the City Attorney, who has prior authorization from the
City Council and Commissioners' Court to negotiate with Mr.
Wilburn on a Ła.n al price for the property.

Commissioner Morgan gave a report on animal control. A man
riding a bicycle on Highway 16 was attacked by dogs and~a
nurse at the State Hospital was bitten by cats on Highway 16.
David Litke impounded all three (3) animals for three (d)
days. An animal cannot be classified as vicious unless it
bites a person on the face or it bites another person.
