W. and Martha Bocock x.n the amount of 51,092.21. a0o 77. ~ COMMISSIONERS' COURT RECESSED AND RECONVENED IN A SPECIAL WORKSHOP SESSION at 2:30 o'clock P. M. on County Sponsored ActŁvities and Wastewater-. Mr. Raymund Holloway, Fire Chief for the City oŁ Kerrville, addressed the Court on the fire departments response to fires located within the County. He said they respond to all major fires within the County, and all drowning s, as they have several men trained in rough ..._. water rescues. They also monitor and respond to other fires as needed. He told the Court that all of the fire departments, paid as well as volunteer, were working very well together right now. Chief Holloway suggested that the County have one (1) person, either a volunteer or someone willing to work for a reduced fee, as a Fire Marshal for the County to coordinate the Volunteer Fire Departments in their Łund raisers, educational groups and most oŁ all to make sure they have training. Commissioner Morgan ask Chief Holloway to explain Emergency Management and how it operates. The Chief explained there x.s a State Ordinance and a Government Executive Order- that requires cities and counties to have an Emergency Management Operation Plan. The L'ity of Ingram, the City oŁ Kerrville, and Kerr County has one !1) plan together. The way it works is iŁ there is an emergency in the Gity of Ingram or the City oŁ Kerrville, the respective mayor is in charge, and if it is in the County the County Judge is in chary e. ChieŁ Holloway works with the mayor or judge to make sure the plan works out. He said Austin sent a representative to help with the details of the plan and we have one oŁ the best in the state. The ChieŁ submits the budget to Emeryency Manage=ment in Austin for their approval, then they pay one-half oŁ the budget with the City of Ingram, the Gity oŁ Kerrville, and Kerr County paying one-third each. PAGE 129 Next, the Court went over the sixteen (15) county sponsored activities and gave a brief definition of each gruup. `the Court told the County Auditor, Tommy Tomlinson, if a bill comes in from the Kerr County Fair Association for payment of storage for the float, make sure it is backed up with a statement, as the float is currently stored at the Ag Barn for no charge. David Litke addressed the Court on an update of the Proposed Amendments to The Rules of Kerr County For Private Sewage Facilities. They are presently in Austin being reviewed by the State Department of Health. They will make any necessary changes and recommendations, return them to Kerr County for final approval by the Commissioners' Court. After the Court approves them, they will be returned to the State for final approval. Mr. Litke stated there are more options now than there were five (5> to ten (10) years ago. The proposed amendments will permit a landowner to use the best system at the lowest price to ensure environmental protection. CAD, Inc., a Community Action Group, made a brief statement to the Court concerna.ng the Rules for Private Sewage Facilities. They feel the rules are fair and based on the latest technology and comply with the laws of the State of Texas, and they will work with the Court in helping Kerr County to become a state leader in Environmental Health.
