X0144.1 ( COMMISSIONERS' COURT CONVENED IN A SPECIAL WORKSHOP SESSION \ on Thursday, April 11, 1991 with the Kerr County Road Engineer, Franklin Johnston, and the Kerr County Road Administrator, Leonard Odom, at 1:35 P.H. with all officers present except Judge Stacy. Commissioner Morgan chaired the workshop until the County Judge arrived at 1:50 P. M. Mr. Odom said he would like to hire a man part-time to oversee the Community Service workers and not have to use a crew man. Commissioner Holekamp explained that if a person works less than twenty (20) hours a reek they do not receive insurance coverage or retirement, and if they work twenty (20) hours or more they receive full benefits. For security reasons Mr. Odom hoe ordered the locks on the gates at the yards changed, and the combination will be changed often with only a few people knowing the combination. They also plan to renumber all the trucks and equipment and keep a list in the computer of which equipment is repaired, what was repaired and when. The Court ask what the new procedure would be for complaints. Mr. Odom told the Court to continue to call and give the complaint to Truby who in turn, if unable to handle the problem herself, would turn it over to him. If he feels the complaint needs to be handled by the Engineer he will turn it over to him. Mr. Odom said that Truby can handle a lot of the little problems herself, she has been and both men commended Truby for the excellant fob she did during the interium period of no Engineer or Administrator.
