COMMISSIONERS' COURT ADJOURNED at 2:25 P. M. COMMISSIONERS' COURT CONVENED IN SPECIAL SESSION on Monday, May 20, 1991 at 9:13 A. M. with all officers present except Precinct 4 Commissioner, Bruce Oehler, and the Court having duly opened the fallowing proceedings were had: Commissioner Oehler arrived at 9:20 A. M. °~ a~~'~ Mr. Bob Base with Allison and Associates presented the Court with the preliminary findings and suggestions on the redistricting oŁ Kerr County. The population in Commissioner's Precinct No. 3 is to small and needs to be ~ "'" increased by approximately 2600 people. It was suggested that Commissioner's Precinct 4 give up voting box 16 to Commissioner's Precinct 1, Commissioner's Precinct 1 give voting box 18 to Commissioner's Precinct 3, take 1,000 out oŁ voting box 1 in Commissioner's Precinct 1 and give to Commissioner's Precinct 2, then Commissioner's Precinct 2 give 1,500 to Commissioner's Precinct 3 so that all the Commissioner's Precincts are balanced. Mr. Bass said it would be better to go by census blacks, because there is no way to determine exactly where the population is by voting boxes. He will look at the census blocks and prepare a proposal for the Court on which blocks to transfer to balance out the population in the Commissioner's Precincts. The Court needs to appoint a citizens committee to work with the Court on the redistricting. It was suggested that each Commissioner appoint two (2) people and the County Judge appoint three (3) people to form an eleven (11) member committee, which needs to consist oŁ hispanics, blacks, and whites, both men and women. The committee will make recommendations to the Court and conduct the public hearings on the redistricting.
