Commis=inner Morgan, seconded by Cammissioner^ Lackey, the
f:o~_ir-t unani~ously approved by a vote of 4-@-@, to approve and
adopt a resolution for- proposition 4 granting a~_ithority to
the state to iss~_ie bonds to build i3, 500 new prison beds and
1:_,00 new beds dedicated for^ s~.i6stance ab~.tse treatment of
non-violent drug offenders.

AND THE OFFICE OF THE ATTORNEY GENERRL
On this the 15th day of October 1991, ~_~pan motion made by
Commissioner Morgan, seconded by Commissioner Oehler-, the
Court approved by a majority vote of 3-@-1, with
Commissioner Hniekamp abstaining to appr-ove the contract
between I:er-r^ Co~.rnty and the Attar-ney General's Office
per-nutting ~_~nder federal laws and r-egulations to pay Fees in
child s~ippor-t cases filed by the Rttor-ney General's Office
this decision based on the recommendation of the Assistant
County Attorney, Stan Reid.
