negotiations failed when Mr. Sublett constructed a gate across the road in question in violation of his agreement with the County. There was no need, therefore, to formally withdr-aw the offer since it terminated by operation of law and by the conduct of the par^ties and the termination of the offer prior to the attempted acceptance by Mr. Sublett is her^e by ratified. If any such offer, or part thereof survived it was through mutual mistake of the parties. COMMISSIONERS' COURT CONVENED IN SPECIRI. SESSION on Tuesday, December 3, 1991 with the following officers present: W. G. Stacy, County Judge, R. Gordon Morgan, Commissioner Prect # 1, T. H. Lackey, Commissioner F'rect # 2, Glenn K. Holekamp, Commissioner Prect # 3, Bruce Oehler, Commissioner Prect # 4 and the following proceedings wer-e had: ~Oh9o•/ Discussion of activities and operation of the Boar^d of Managers of the Kerr County Emergency Communication District 1911 Board) R11 member^s of Commissioners' Caur-t were present five members of the City Council of Kerrville, and four members of City Council of Ingram were present. Disc~.ission of removing members of the 911 board were discussed but no action was taken at this time. Several members of the public spoke out on the 911 System of the operations and the system being needed in Kerr- County. The public feels it would be a mistake to do away with the system and feels that the differ-ent entities should tr^y to wor-k with one another for- this would be in the best interest of all concerned.
