Kerr County Environmental Health Department 101 Spurr 100 Kerrville, Texas, 78028 Re: Water & Wastewater System Improvements for Rosa Lea Meek Property On Harper Road - Kerr County Dear Mr. Litke. Rosa Lea Meek plans to make Improvements to two ad,Iacent properties on Harper Road. The two lots, owned by Ms. Meek and platted prior to 1984, are situated between the Kerrville Bible Church and Kerr Villa on the west side of Harper Road. Ms. Meek's plans include the construction of a 1000 sq. ft. office with an individual on-site sewerage facility COSSF) on the 0.52 acre tract and a private water well on the 1.05 acre tract. The proposed office will obtain water from the well on the 1.05 acre tract. At this time neither property has water or sewer service. Plans for providing water for the two properties include the drilling of a well into the Trlnlty aquifer. The location of existing septic tank systems on ad,iolning properties and a water well owned by the Kerrville Bible Church Is shown on the enclosed site plan of proposed Improvements for your reference. The proposed well on the 1.05 acre tract will be cased and pressure cemented to a depth equal to or greater than 2l0 feet. Well head construction will meet or exceed Texas Water Commission standards. Although the closest septic system CH.W. Shaw) is approximately 100 feet away from the proposed well site, a properly constructed septic system could be constructed within 50 feet of the proposed private well site according to Chapter 287.43 and 287.44 of the Texas Well Drillers Rules CTexas Water Commission). The proposed office located on the 0.52 acre tract will be served by a private on-site sewerage facility. Soil test holes dug on the site confirm the Soil Survey Map unit for this area. There is a minimum of 24 inches of suitable soil. The soil described by the SCS soil survey Is a Nuvalde silty clay. Using an estimated daily flow for the proposed office of 250 gallons per day and a soil loading rate of 0.15 gallons per sq. ft. per day would result in a disposal area requirement of 1,666 sq.. ft. The proposed LPP system would be located more than 150 feet from the water well serving the Kerrville Bible Church and greater than 170 feet from the new proposed well on the 1.05 acre lot. The enclosed information !s submitted to demonstrate that a private water well and on site sewerage facility can be constructed on the referenced properties without causing a threat to public health or Water of the State of Texas and furthermore, that both systems can be constructed in compliance with all State and local regulations without necessity for a variance request.
