APPROVAL OF AGREEMENT WITH COUNTY ENGINEER
TO COMPLETE ROAD AND BRIDGE OFFICE
On this the 12th day of August 1992, upon motion made by Commissioner
Oehler, seconded by Commissioner Holekamp, the Court UNANIMOUSLY
APPROVED BY A VOTE OF 4-0-0 to approve the agreement with the County
Engineer, Franklin Johnston, as submitted to the Court with the
cor.recti~on of Item :F. to read as follows.
Item F. Work which the City of Kerrville may require which is outside
the KCR&B Office Building, such as "entrances to the yard",
"gasoline containment", etc., will be considered as separate
items and brought to the Commissioner's Court individually,
and shall not come out of the $29,000.00 budget.

RE: Finishing interior of Road & Bridge Office Building and Septic System
I WILL, with the Commlasioners' Court Authorization, prepare plans acceptable to
the City of Kerrville, and for bidding this project (Finishing Interior of Road & Bridge Office
Building), and get the job built, at no additional cost to Kerr County for this service, with the
following terms and provisions:
a. The County Engineer will be given complete design authority for the duration of
this project, making any changes from past sketches or drawings required to
bring this building into compliance with the City of Kerrville Building Code, ADA
Regulations, etc.
b. I agree to work with all materials, equipment and contractors that have been
previously authorized to be used in the completion of this project, unless the
materials, equipment and contractors cannot meet the requirements as set
forth by the City of Kerrville Building Code and ADA Regulations, etc. and
assuming the above contractors remain low bidders per competitive bidding
laws.
c. All communications regarding the project be sent to the County Engineer, and he
is to be the construction manager of this project.
d. No one is to authorize any contractor's or community service personnel to do
any work on this project unless notified in writing by the County Engineer or
his authorized agent.
e. Office interior work for the Kerr County Road & Bridge Office to be completed
for $29,000.00 or less.

Consider Agreement with County Engineer to complete Road and Bridge Office.
A motion made to accept the memorandtun that Franklin Johnston gave to the Court
but was later withdrawn pending further di;scus~ion of .space allocation a.nd bids that
were already out to finish the interior of the road and bridge department
building. Commissioner Lackey, Commissioner Oehler, David Litke and Franklin
Johnston were to have a meeting and discuss these things and come up with a
solution to the problem. This is to be addressed on Thursday, August 12, 1992.

1. After looking into the status of this project after the Commissioners' Court	
meeting of July 27, 1992, I found, as it stands now, it is a "non-starter".	
Sonny Kaufhold, Kerrville Inspection Dept. is sending us a letter addressing	
the code violations of the submittals. We have not received this letter as of this	
date. He also said the plans are not acceptable.	
2. While preparing plans and building this office building is not part of the duties of	
the county engineer (County Attorney Opinion 92-4) , I will, with the Commissioners'	
Court Authorization, prepaze plans acceptable to the City of Kerrville, and for bidding
