Maxey resident MAXEY & ASSOCIATES, INC PROPOSAL FOR THE EXPANSION OF THE KERR COUNTY JAIL POINTS TO CONSIDER The Kerr County Commissioners Court is undertaking an important task as it moves to expand the existing jail and to create additional office space for County Government. One of the most important steps to be taken by the Court as this task proceeds is the selection of the firm to provide architectural services. We have identified several points for your consideration as you evaluate proposals to perform this work. They may generate questions that should be answered during your evaluation of proposals. CORPORATE HISTORY Maxey & Associates, Inc, was organized almost twelve years ago as a corrections consultation firm in Jackson, Mississippi. Following the completion of renovation of the New Travis County Jail in 1985, Maxey & Associates, Inc. was incorporated in the State of Texas in 1986. Locating in Austin, Texas in 1986, the firm has continued to restrict its practice to detention facility planning and design. The firm has been well received in the State of Texas. The firm has been honored to serve as architect and planner for facilities totaling over $70,000,000 in construction value in Texas in the past five years. PROFESSIONAL LIABILITY INSURANCE Through the years Maxey & Associates, Inc. has provided consultation for the construction of approximately 10,000 inmate beds. The projects have ranged from small county facilities to major penitentiaries. Among them have been renovation and expansion projects that required the highest level of expertise in construction technology, life safety and security installations. Although the firm carries substantial liability insurance coverage, a claim has never been filed by any client the firm has served. Additionally, the firm requires each of its consultants to carry liability insurance. Therefore, every component of each project undertaken is protected. CHANGE ORDER HISTORY The firm has completed or has under contract sixteen (17 detention facility projects in the State of Texas. Sixteen of those projects have been completed or are nearing completion. The change order rate for all projects combined is less than 3%. During this period of fluctuating construction values, this is a remarkable record. It also demonstrates the high quality of construction documents and construction administration provided by the firm. FULFILLING THE MISSION OF JAILS The primary mission of a jail is to detain inmates. If it fails that mission, it serves no other public purpose. During the past five years, Maxey & Associates, Inc. has completed renovation or new construction for nine secure facilities in the State of Texas with a combined capacity for 1554 inmates. There have been no inmate escapes from those secured facilities. CONSTRUCTION MATERIALS AND TECHNOLOGY No materials are used in detention areas designed by Maxey & Associates, Inc. that do not meet the industry standard. Regardless of the location in a jail, there will always be a secure barrier that blocks the effort of an inmate to escape. This applies to exterior walls, walls that separate housing units from circulation corridors, and ceilings. Maxey & Associates, Inc. has retained the same structural engineer for a major portion of the work since the firm has been in Texas. That firm has provided consultation for ail of the firm's projects for the past three years. There is a reason for this. There have not been any structural failures in any facility for which services were provided. The firm has chosen not to abandon the services that results in an excellent facility. EXPERT WITNESS AND LEGAL CONSULTATION Maxey & Associates, Inc. has served as expert witness for a number of jurisdictions across the United States and several jurisdictions in the State of Texas. The firm has served Bexar County in this role on two occasions. The first case addressed constitutional issues related to overcrowding and its impact on security, service delivery, and staff training. The most recent experience in that county was related to a murder in the jail, allegedly the outcome of Mafia activity. The firm has provided consultation to attorneys representing the interests of Denton County and Bee County. Presently the firm is providing consultation to attorneys representing Maverick County. Each of these experiences are related to perceived problems in county jails. Maxey & Associates, Inc. has never, nor will it ever, accept a case that has been filed against a governmental agency.
