Commissioner Morgan stated that the Contracts we have with the various Volunteer Fire Departments states A11 books and records of Department shall be open for inspection during normal business hours to any member of the public, the County Auditor, and to such persons as may be given such authority by County, including members of the Volunteer Fire Department Advisory Board. Judge Stacy stated that the Volunteer Fire Department would need to make the books available and would need to get with the Auditor to make a schedule or appointsrent for auditing. Any questions would be referred to the Auditors' Office. Henry Foote- CAG addressed the Court stating that the Public of the Y:errville South Area are strong contributors to the Volunteer Fire Department. The question has been asked for the records of the contributions received to date, but have received no response to date. He feels that the public has a right to know where the money is being spent and how much is being donated. DEPARTMENT will provide personnel that are at least minimally trained or certified and available for fire fighting services. 3. This contract is not exclusive and COUNTY reserves the right to contract with additional parties for the provision of fire protection in the area covered by this agreement. 4. No monies, however, may be expended for the provision of salaries to any person. 10. DEPARTMENT shall strive to ensure that all of its members are adequately trained and shall endeavor to establish a training program which includes a continuing education program. DEPARTMENT agrees to comply with and follow the guidelines promulgated by the Texas Firemen's and Firemarshall's Association, as applicable to volunteer fire departments. 14. In addition to the consideration set forth above, COUNTY agrees to provide workers compensation coverage for each member of DEPARTMENT during the term of this contract. DEPARTMENT shall provide to the County Treasurer such information as required by the County Treasurer or the carrier. 15. Many residents of the Kerrville South Area have contributed to and worked for the KSVFD. We believe that the personnel of the KSVFll render a valuable and dedicated public service in Kerr County. As with all public service organizations regular periodic public accountability is also required! CAG's Board of Directors thanks and congratulates KSVFD personnel for their dedication and public service. However, since b'ebruary 27, 1992, having requested help from CAG,on February 25, 1992, CAG's Chairman, 1Jilliam Pearson, appointed an Ad Hoc Committee to work with KSVFD. 'Phis committee's Chairman, Mr. Ken Iiarris (who was requested by KSVFD) and his committee have been trying to get KSVFD to present a financial statement and budget for FY 1992. Also requested of KSVFD was a budget for FY 1993 along with a priortized list of essential equipment needed by KSVFD to meet their CHAR'I'ER objectives! In spite of repeated promises by KSVb~D to furnish the requested information and records, non has been received.
