SHORT TITLB 1.1 This Resolution shall be further referred to as the "Life Structure Numbering Resolution." ARTICLE II 2. ASSIGNING STREET NAMES 2.1 The following objectives should be considered in proposing and assigning street names. 2.1.1 Duplicate names will be prohibited, based on the definition of a duplicate numb given in this order. 2.1.2 A simplistic approach to naming will be followed to ensure continuity with oxisting types of names. 2.2 Street naming and property numbering proadnrea shall be established in conjunction with the platting and subdivision requirements of Kerr County Commissioners Court. 2.3 A survey and inventory of all public street names within the county boundaries shall be prepared by Kerr County Commissioners Court within 3 months for use with addressing procedures. Property needing street Warning or number assignment on public roads will be identified. All street names and/or addresses not meeting the standards of this order shall be repealed and renamed or readdressed according to the process outlined in this order and will be approved by the Kerr County Commissioners Court. 2.4 The Master Street List will be maintained by an agency to be Warned by Karr Emergency 9-1-1 Network and all street names mast be presented to this agency for review and approval prior to offlclal acceptance of the proposed namt. 2.4.1 The administering agency shall be designated by the Kerr Emergency 9-1-1 Network. STREET SUPFiX OR THOROUGHFARE DESIdNATIONS 3.1 Tho use of thoroughfare dosignations as a locational device is a siatple method of providing a uniform designation of streets of different types is followed within the same jurisdiction. A street suffix or thoroughfare designation is not required, but if it is used it must conform to the definitions that follow: 3.1.1 ]3OULEVARD - A street divided by a landscaped center island. A street with a median reflecting the boulevard character implied in the name. 3.1.2 COURT - Permanently closed street each as a cul-de-sac. A minor sweet less than 500 feet in length, ending in a tumarotutd. 3.1.3 DRIVE - Winding thoroughfares. Roads that meander about and continue through to other tights-of--way. 3.1.4 HIGHWAY -Designated state or federal highway. U.S. routes are designated as highways. 3.1.5 INTERSTATl3 -Roads of the highest order, characterized by limited access, wide right-of-way, adjacent development prohibited, and with through-traffic preference. 3.2 The above defuudons typically reflect standard street suffix and thoroughfare designations. In such cases that a street or mad does not conform to the definition as stated, the Ketx County Commissioners Court shall make the final deterntittation of the street suffix or thoroughfare designation. 3.3 Street suffix designations shall follow the Recommended National Emergency Number Association (NSNA) Standards. See attaciunem A. ARTICLE rv 4. DESIGNATION OF STREET NAMES 4.1 Multiple names with the same primary name am limited to fourteen occurrences (i.e. Oak Way, Oak View, Oak Tree, Oak Hill). 4.2 All private roads with multiple family/business structures must be named and specific addresses assigned to each structure. If the private road has only e single structure, and the entrance to the private mad is from a named road, then the private mad will be treated as a driveway and an address assigned u the drive with the street name being that of the named road. The United States Postal Service Guidelines For Street Name Request and Verifications for Duplications will also be adhered to. A duplicate name can prohibit proper routing of calls. 4.4 A DUPLICATE STREET is a street that can be defined as a street that has the same name as another street and matches the description in one or more of the following cases: 4.4,1 Street name sounds aliko, yet, ie spelled differently and is is an area served by the same Law Enforcement, Fire aad EMS ageaeiea. KATHY LANE compared to CATHY LANE; WILD WOOD DRIVE compared to WILDWOOD DRIVE. 4.4.2 Street name is plural. GREEN PASTIJRB ROAD compared to GREEN PASTURES ROAD. 4.4.3 Soeet has the same primary name, yet it has #1, #2, A, B, C, etc., as a suffix. COUNTY ROAD 214 compared to COUNTY ROAD 214A. 4.4.4 Street is within the same Postal Delivery Office and may span numerous zip codes and has the same primary name with a nondiatinguishable suffix or has a suffix omitted. LAREVIEW ROAD compared to LAICEVIEW DRIVE; MAIN compared to MAIN STREET. 4.4.5 Street is within a different Postal Delivery Office from the potential duplicate street, however, both streets are served by the same Law Enforcement, Pire and EMS agencies. 4.4.6 Street is not contiguous or does sot connect and make a condrtuous soeet. SMITH ROAD is interaeeted by INTERSTATE 30, however there is no under or overpass connecting the two segments of road. 4.4.7 Street has a directional. Name changes are considered for historical os clariflcation purposes and are limited to reconsideration 2 years hence. Name changes must meet same criteria established for new street narnea. Petition for change must be pzesented with signatures from 3/4 of property owners abutting street. Development along street and traffic volume may be considered as additional criteria. The following reasons should be adopted as reasons for which a request for change will be considered. 4,3.1 TECHNICAL: To establish continuity; eliminate duplications; correct misspelling; enhance ease of location; improve coherence of street numbering system; or provide a needed roadway designation such as circle or loop. 4.3.2 NEIGHBORHOOD ENHANCEMENT OR HISTORICAL RECOGNTTiON: To recognize s person or organization; to favor neighborhood association with its location, history, or area charaaeristics. 4.6 The requirements and policies of the U.S. Postal Service will be considottd in street naming and house numbering. 4.7 Final approval of new street names and name change request resides with the Kerr County Commissioners Court. Street trams adoption or changes must comply with criteria established under these standards. ARTICLE V 3. INSTALLATION OF STREET SIGNS 5.1 Street signs shall be placed at the intersection of any two or more roads if any of the intersecting roads are named. These signs shall meet the following standards: 5.1.1 Elade material shall be of blue engineer grade reflective sheeting on a ti" flat aluminum blank. 3.1.2 Letters shall be white with 4" upper-case letters for street names. Street name suffixes (loop, circle) and prefuea (CR, PR) may be is 2" letter, (and block numbers shall be 2" and be positioned in the bottom comer of the sign.) 3.1.3 The sign shall be placed on metal poste five (3) feet above the pavement and shall be free from any bushes, limbs, etc. which may inhibit the clear view of the sign. This implies that numbers on any one amet should progress m the same direction as numbers on parallel streets. 6.1.2 property numbering should be uniform, based on street frontage. 6.1.3 Numbering should be consecutive. 6.1.4 Even rlumbers should always be on one side of the street and odd numbers should be on the other. d.1.3 Tho numbering system allows for expansion to accommodate future growth in the area. 6.2 The method of numbering assignment for Rea County wt11 ba based on a grid system, the center point being the Kerr County Cotttthonse in Kemille, Texas. 6.2.1 The north-south axis baseline will be Texas Highway 16 from the north county line to the east county line. It will~then follow State Highway 39 as the west county line. d.3 Tho principle concerns for block length ere consistency, to the extent possible sad the ability to assign numbers in a flexible range of intervals, such as 8' to 25' lengths on block frontage. Existing addresfm~g or~roa ~ ~ouaddre~sse d'I'uhe adaptation to a different block length in p recommended standard is ten blocks per mile or approximately 300 feat for a practical length. 6.4 Assuming approximately 300 foot blocks, 100 numbers per block (50 separate numbers for each side) the potential frontage interval for number assignment is 10 feet. 6.5 Odd numbers are assigned to buildings on one side of the street and even numbers to those on the opposite side of the street. If the project is extending addresses on an existing road, follow the same ntunbering system on each side of the road. 6.5.1 This should follow a penem of even on the north end west sides and odd on the south and east sides of a street or road. 6,6 Any old number in conflict with the number given by the agency specified by the Court to maintain tins sysum shall be removed and any person refusing or neglecting to remove the aetne shall be guilty of an offense. 6.7 The logical grammatical order of address elements shall be strnat number, prefix, primary street name of number, suffix, post directional and secondary number if any. 6.7.1 Urban designation (i.e. 100 VJ. Main St. SB #201) 6.7.2 Rural designation (i.e. CR 2100 SE) 6.7.2.1 CR shall designau County Road. 6.7.2.2 PR shall designate Ptivate Road. 6.7.3 The directional suffix shall consist of the directionals N, S, E and W. 6.8 Non-specific addresses such as comer location address are not permitted (i.e. Main & 1st Street.) 5.9 A roadway may have an origin for each quadratt or a single origin closest to the Courthouse. A quadrant origin is that point where a roadway crosses an axis closest to the Courthouse. FEE F75 'S2 1~J~59 EUCHER.WILLISaRRTLIFF-TYLER TEXR P.5 6.9.1 The purpose of identifying the origin of a roadway is to detemtirte the dominant cardinal directioa of the roadway and the initial assignment of _ the low end of the addrossing rango for said roadway 3n that quadrant. -~10 In like manner roadways can always be named using the grid line value most-__ . closely paralleling the roadways in quosdon. --- -- ~ ARTICLE VII 7, POSTING OF DESIGNATED STRUCTURE NUMBERS 7.1 The owner or occupant or person in charge of any dwelling utdt, strueture or use to which a numbcr has been assigned, shall be notifuxi m wnturg by the implementing agency of the numbs! assigned to the same at any time after adoption of this resoludon. 7.2 Within sixty (60) days aRer receipt of written notification, the owner, occupant - or person in charge of any dwelling unit, structure or use to which a number has been assigned shall cause the same to be posted. 7.2.1 Bither on the structure front. if visible from the street, or on an above- ground sign attached to a poet or other object at the driveway or curb cut, the numbers shall be no leas than three (3) inches in height and of a color contrasting with the background. This section does not preclude. an individual from also numbering the front entrance of a structure if practical. . 7,2.2 Place on postal mail box when instructed by rho United States Postal Service. 7.2.3 In the case that a building is served by two or more driveways or curb cuts, the numbs shall be assigned and posted to the front entrance or driveway. 7.2.4 It shall. be the duty of the owner, occupant or peraoa in charge of the dwolling unit, structure or use, upon affixhtg the number assigned, to remove any different number which might be mistaken for or confused with the assigned number to the structure. 7.2.5 In such case whew the assigned nuatber catmot be posted ae required above, the number shall be posted 88 prescribed by the Kerr County Commissioners Court after coneultadon with the owner, occupant or person in charge. TYPES OF NUMBERS 8.1 Two (2) types of numbers are designed under this resolution. 8.1.1 A primary number to be assigned to each street frontage of each parcel of land, whether or not the parcel is occupied. The primary number is required to be posted Daly if the parcel is occupied by a dwelling unit, structure or active use and the owner, occupant or person in charge is notified under Section 7.1 of this Rosolution. Other primary numbers are reserved for future development of the numbered parcels and will be assigned at the time of development. 8.1.2 Secondary numbers may be used when a numbez of unite, structure and uses co-exist on the same parcel of land. 13xarnples of parcels requiring secondary numbers include apazbrtent projects, condominium projects, mobile (manufactured) home petite, office parks, planned unit development, recreational vehicle packs, recreational areas, shopping cents and other uses where the use of secondary numbers would clarify the location of an individual unit for public safety purposes. To provide secondary numbers, the administering agency shall work with the owner, principal occupant, or parson in Charge of the project to determine a Iogical numbering system under the following guidelines: 8.1.2.1 Existing number units and uses shall retain the present set of addresses with only the ptitnary number befog changed if the primary number is not ut sequence with the overall system, 8.1,2.2 Building on a single parcel with more than one (1) and less than five (3) unite may be given either letter (preferred) or number designations as requested by the owner. 8.1.2.3 A single building on a single parcol of land and with five (3) or more units shall be gluon numerical (preferred) designations, such as: Sulu 5, Apartment 3, etc. 8.1.2.4 Multiple buildings on the same parcel of land may ba given secondary numbers consisting of number designations if the buildings arc accessed from the main entrance to the project. GeneraAy, the number designations should iacrease in a clockwiso direction from tho main entrance, 8.1.2.3 Mobile (manufactured) home parks, recreational vehicle parks and similar uses shall be given letter designations for lots or sections and number designations for individual sites within lots or sections. IMPLEMENTATION IN STAC3ES P. 11 9.1 Because of the large and complex nature of Rear County and the existing numbering systems which may now be in place in some portions of unincorporated Kerr County, this resolution shall be implemented in stages covering sections of the entire area by the adoption of Implementation Resolutions for each section of the county if necessary. 9.2 It shall be the policy of the Kerr County Commissioners Court to avoid changing existing numbered addresses if the existing system follows a logical and expandable order and can cotnply with rognisites of the United States Postal Service and the Regional 9-1-1 Emergency Number System. ARTICLE X 10. EXEMPT AND EXCLUDED STRUCTURES 10.1 The intent of this article is to exclade frets this resolution those structures which do not present endangerment to hutnan life iP destroyed by fire or other events. 10.2 The following structures shall be excluded from the provisions: 10.2.1 Agricultural bul~dings not requiring a separate mailing address such as a bam, poultry house, outbuilding or egnipment storage but7ding. 10.2.2 Storage and accessory buildings for the use of the occupant of another building on the same property. 10.2.3 Buildings used as dwelling units, offices or the nominal work station of an employee shall not be exempt. ARTICLE XI 11. NEW STRUCTURE AND LOTS 21.1 Structure numbers will bo assigned to each new lot, tract or budding site on the original drawings of a final subdivision plat, mobile (manufactured) home park plan, planned unit development or arty other plan requiring the approval of the Kea County Commissioners Court. 11.1.1 Structure numbers shall be illustrated oa final plat prior to approval of final plat by the Ken County Commissioners Cotut. FEB c5 '92 1101 EUCHEP,,WILLIS&P.RTLIFF-TYLER TEXR P. 12 11.2 No building, electrical, plumbing or mechanical permit for any new or remodeled or repaired structure will be issued by any department of the Rex County govemmant following the implementation of this zesolution in the affected azea of Ken County until the owner, developer or builder has procured from the agency designated by the Ken Emergency 9-1-1 Network the official structure number. Final approval for any certificate of occupancy or any principal building enacted or repaired, or use requirirtg said tnrmber, shall be withheld untll permanent and appropriate numbers have been displayed in accordance with the standards of this resolution. ARTICLE XII 12. UTiLITX COMPANY COMPLIANCE 12.1 Following the implementation of this resolution is Kon County, all utility services regulated by the Texas Fublic Utt'lity Commission or say utility cooperativo service organization, shall withhold service from any building as far as practical until the owner, occupant, person in charge or other t+egttesting party has famished the utility with a valid structure number as prescribed by this Resolution. ARTICLE XIII 13. IMPLEMENTATION BY KERR COUNTY COMMISSIONERS COURT 13.1 Every deparumemt and official under the jurisdiction of the Karr County Commissioners Court shall not render any non-emergency service until tho owner, occupant or requesting individual has provided a valid structure number as necessary under this Resolution. Noa-emergency service includes any service provided by the Ken County govemtnerit except fire, rescue, law enforcement or emergency medical service. ARTICLE XIV 14, PENALTIES 14.1 Any person, corporation or enterprise who sha11 do anytitirtg prohibited by this resolution as the same exists or as it may hereafter be amended or who shall fail to do anything required by this resolution as the same exists or as it may hereafter be amended shall be amenable to the process of the County Court at Law of Ken County, Texas. . ~ FEB OS '9c 11 02 EUCHER,WILLIS~.RATLIFF-TYLER TEXA P. 13 ARTICLE XV 15.
