He received his Bachelor's Degree in 1967 and Master's Degree in 1968 in government from East Texas State University. In 1971, Allison received his Doctor of Jurisprudence Degree from the University of Texas School of Law. In 1972, he was elected County Attorney of Delta County, Texas, and served in this capacity until 1979. In 1979, Attorney General Mark White appointed Allison to serve as Chief of the County and Local Government Section in the Office of the Attorney General. Allison returned to private practice in Austin, Texas in 1983. He is licensed to appear in the state courts, all federal district courts in Texas, the fifth and eleventh circuit Courts of Appeals, and the U. S. Supreme Court. He has lectured at seminars for local government officials at the LBJ School of Public Affairs and the V. G. Young Institute of County Government. Allison currently serves as General Counsel of the County Judges and Commissioners Association of Texas. Allison is a member of the American Bar Association, Federal Bar Association, the State Bar of Texas, and the Travis County Bar Association. His father is a County Commissioner in Delta County, Texas, and his wife, Ruth, was formerly a County Commissioner in Denton County, Texas. ROBERT T. (BOB) HASS was born in Hale Center, Texas, on September 3, 1949. He received his Bachelor's Degree in 1973 from Baylor University in history and education with a minor in political science. Bass worked for one year as a legislative aide to a State Senator during the 63rd Legislative session before returning to Baylor, where he received his Juris Doctor in 1976. Bass served as Assistant District Attorney in Tarrant County before returning to Hale County to assume the position of County Attorney in 1978. In 1980 Bass entered the private practice of law, and continued representing counties, school districts and cities. He is licensed to practice before all state courts, all Texas Districts of the United States District Court, the Fifth Circuit Court of Appeals, and the United States Supreme Court. Sass joined Allison & Associates in February, 1990. Bass is a member of the State Bar of Texas, Federal Bar Association, Hale County Bar Association, and Travis County Bar Association. DAVID C. PAYNS was born in Owensboro, Kentucky, on February 1, 1955. He earned his Bachelor's Degree in Business Administration from Western Kentucky University in 1977. He attended the University of Louisville School of Law and earned his Juris Doctor Degree in 1980. After law school, Payne worked as a public defender in eastern Kentucky until 1981, and then moved to Huntsville, Texas, where he worked for the Texas Department of Corrections until 1983. He served as Assistant Attorney General of Texas in the Criminal Law Enforcement Division in Huntsville and in Austin, Texas, from 1983 to 1990. Payne joined Allison & Associates on September 15, 1990.
