Since the firm's inception in 1977, personnel and human resources management services have consistently comprised a major portion of the firm's contractual engagements. Products of previous engagements include personnel records systems, classification and pay plans, salary and benefits surveys, personnel policies and procedures, position descriptions Qob summaries), employee handbooks, recruitment and selection procedures, reorganization plans, affirmative action programs, performance planning and evaluation systems, and the development and conduct of training for local government officials and employees. PREVIOUS WORK FOR KERB COUNTY Ray Associates is thoroughly familiar with the operations, budget, and personnel system of Kerr County. In 1985, the firm prepared personnel policies, job descriptions, a pay plan, and other personnel documents for the county and also conducted a salary survey. In 1986, we were again engaged by the county to conduct a study related to the opening and staffing of the Juvenile Detention Center. This work included a survey of other detention centers, preparation of selected job descriptions, and a salary survey for selected positions. Ray Associates will begin any new engagement for Kerr County with this foundation of information and knowledge about Kerr County operations, staffing, and finance. PRACTICAL PRODUCTS; IMPLEMENTATION ASSISTANCE In its professional work, Ray Associates places a premium on practical products tailored to the needs of each governmental client. We give special attention to orientation of the Jurisdiction's governing officials, managers, and employees as to the use of completed work. Both of these rules will be followed in this engagement. KNOWLEDGE OF PERSONNEL LAW/TECHNICAL SKILL Ray Associates, Inc., continuously monitors personnel law changes through review of state and federal legislative enactments and court decisions as published in various periodicals which are updated weekly. Susan Beaudoin has extensive experience in local government and private sector management assignments and has performed each of the requested system components for other county clients. She is also the firm's specialist on the Americans With Disabilities Act (ADA). She has assisted local government clients meet the employment requirements of ADA and has made presentations to local government managers and supervisors on this topic. Katherine Bennett Ray is a former staff member of the U.S. Equal Opportunity Employment Commission. She follows closely changes in federal laws that impact local government employees. She has assisted several Texas counties with implementing changes to comply with the U.S. Fair Labor Standards Act and has taught workshops on this and other major changes in local govemment personnel requirements. James F. Ray monitors state law changes that affect local government policies and procedures. The firm also utilizes the services of Seth Searcy III, attorney-at-law, who is a former staff attorney for the Texas Legislative Council and has taught at The University of Texas School of Law_ Ray Associates, in cooperation with Mr. Searcy, published a 1985 report on Texas Labor Standards Act and Termination of Ten!!rari i=m~y~Y, which has been widely circulated to Texas local governments. Additionally, the firm uses the services of Bettye Springer, an attorney with Haynes & Boone in Fort Worth. Ms. Springer specializes in personnel and labor law and has conducted numerous personnel law seminars for employers. TEXAS FIRM: AUSTIN LOCATION Ray Associates is a Texas firm with headquarters in Austin, Texas. Our location in Austin, with offices near the state capitol, gives us easy access to state agencies that provide assistance to or maintain information on local governments. It also allows regular contact with the Texas Association of Counties and other statewide local government associations. In addition, Ray Associates, Inc., has an ongoing contract with the TML Intergovernmental Risk Pool for personnel-related technical assistance and has served as the state coordinative office of the Texas Association of Regional Councils since 1977 and the Texas Recreation and Park Society since 1989. 3 STATEMENT OF SERVICES TO BE PERFORMED INTRODUCTION Kerr County, Texas, has requested that Ray Associates, Inc., submit a proposal for outside consulting services in the conduct of an update on several components of the county's existing personnel management system. Each element of work requested by Kerr County has been performed recently by Ray Associates in assignments for other Texas counties. CONSULTING APPROACH Ray Associates' approach to consulting is practical and directed toward the implementation of our findings and recommendations. A project is not successful to us unless our recommendations have been implemented. We have developed a consulting style in support of this philosophy that emphasizes: • A team spirit toward the engagement, with the client always an active member of the team. • Careful project organization and control. We are convinced that it is the discipline of good planning and supervision that pays off in superior pertormance by our consultants and the client personnel with whom we work. All of our engagements are actively supervised and directed by a principal in the firm. • Rigid quality control reviews which assure high quality results. • The advance submission of ail recommendations to our clients for review. The result is a product that is practical and has the full support of the clients management. • Final products are practical in a form that is ready for adoption and use. We want our products to be directly usable by local officials. • Attention to integration of the component(s) of our work into the existing management structure, including recommendations in a final management report for any other changes which need to occur. • Provision of training and assistance to key personnel to ensure a smooth transition during the implementation period. 4 UNDERSTANDING OF PROJECT NEEDS Overview Based on the county's request for proposal and discussions with Thea Sovil, we have developed the following understanding of the county's needs to be addressed in conducting this project. Kerr County is seeking an update of their Personnel Management System, including updates of job descriptions, classification and pay plan, and personnel policies. In general, consultants propose to first review existing personnel management materials, both those prepared for Kerr County during previous personnel assignments by Ray Associates and any additions or deletions adopted in the interim. Second, consultants will prepare new job descriptions, classify existing and new positions according to internal and external (market) equity, and review and comment on existing personnel policies. Job Descri tg~lons Updated job descriptions are the cornerstone both of accurate classification of positions and of compliance with the Americans with Disabilities Act (ADA). Consultants propose to ask employees to review the existing job descriptions and mark changes in job duties as a way to obtain current information about the nature of each job. Consultants will also interview department heads and selected employees. From these inputs, detailed job descriptions, including FLSA status, EEOC category, organizational relationships, and identification of essential and non-essential duties for the purpose of compliance with ADA will be developed. The firm will also edit job descriptions and job requirements.. int Factor Ray Associates has developed and will use in this engagement a point factor job analysis system which examines internal equity of jobs using the following 11 job factors: • Required Knowledge, Skills, and Abilities • Education and Training • Independence and Judgment • Initiative and Ingenuity • Workload • Supervisory Responsibility • Financial Responsibility • Level and Frequency of Outside Contacts • Physical Demands • Responsibility for Equipment and Property • Working Conditions Each county job title for Kerr County will be subjected to the point factor analysis, and jobs will be grouped according to score ranges for placement on the new pay schedules. This process will ensure internal equity; that is, jobs with similar levels of duties and responsibilities will be „ paid within the same pay range, regardless of the department to which an employee may be assigned. 5 UNDERSTANDING OF PROJECT NEEDS (Contfnue~ After completion of the point factor analysis of each position, a twelfth factor, labor market, will be considered, and points can be added to or subtracted from a job's total score depending on the results of consultants' market survey. Market Survey Analysis Ray Associates, Inc., proposes to select, with the agreement of the Commissioners Court, 20 benchmarkh positions to include in a market survey of approximately 10 similar employers (predominately counties). Consultants will produce salary comparison charts for each position showing the market average salary, the market median salary, and how Kerr County's current salary compares to these benchmarks. The survey results will enable consultants to determine whether Kerr County is competitive in hiring and retaining highly qualified employees, while recognizing limitations which may exist in the county's budget and taking into account that salaries are paid from taxpayer funds rather than the profits which enure from a private sector enterprise. Placement After completing the point factor job evaluations and market survey data analysis, consultants will interpret both sets of data and assign pay group placements for each job title. Consultants will also develop a new or revised pay schedule for the county. Transition Cost Schedule Consultants propose to prepare a Transition Cost Schedule to outline each employee's current and proposed annual salaries, proposed group and step placements, and individual and countywide transition costs. Final Management Rem Finally, consultants will prepare a final management report outlining the process, details, and conclusions of the assignment. Reimbursement of Expenses: Reasonable, documented, and approved project expenses including long distance telephone, travel expenses, and expenses for printing multiple copies of reports or materials for distribution, if requested, will be submitted as they are incurred with monthly progress reports and invoices. Total reimbursable expenses will not exceed $887.50 (5 percent of professional services). We are prepared to begin work on May 11, 1992, and to complete the project within 12 weeks. 7 GENERAL ASSURANCES GENERAL Ray Associates, Inc., wilt undertake the services described herein beginning on May 11, 1992, and concluding on August 3, 1992, or another 12-week period agreed to by Ray Associates, lnc., and Kerr County. PROGRESS REPORTS AND INVOICES Ray Associates, Inc., will provide progress reports on the status of the project every month. Invoices for services rendered will be submitted every month, with the final invoice to be submitted upon presentation of the final report to the Commissioners Court. FINAL DOCUMENTS One bound copy and one camera-ready copy of the Final Management Report and all other final documents will be submitted by Ray Associates, Inc. All final documents developed in ' the project will be the property of the client. COMPLIANCE WITH STATE AND FEDERAL LAWS Ray Associates, Inc., will comply with ali applicable state and federal laws in the conduct of this engagement.
