~'OPMIISSION'ER.S' COURT CONVENED IN SPECIAL WORKHOP SESSION Tuesday, February
25, 1992 with the Following Officers Present:

and the following proceedings were had:

Carmrissioner Holekamp opened the meeting at 12:08 P.M. A discussion of administration
and proposed changes to Kerr County Personnel Policies.
Ray and Associates did the last study on a contractual basis. Various topics were
discussed: The use of progressive discipline and employee is at will et~loyee.
Ccnmrissioners' Court with absolute power set terms and conditions of compensations.
Ccunty Judge oversee four personnel policies. Dorothy Hilburn is county personnel
officer. On workman compensation insurance, elected official and department heads
can keep aseparate-`file. Cobra Insurance was discussed. llocrmrentation is for EEOC
Purposes. Establishing 15-1 or higher has to be taken to Court to be raised to higher
step, merit, experience, etc. Elected Officials are the only ones that can hire or
fire an employee. In a job description the functions of the job are essential. Thsre
Is a question of medical exams on whether they should still be required? Reduction of
pay of an employee should be documented. Reclassifications -position has increased or
become more difficult, or person doing additional job. Holidays are established
during budget time. Upon termination or exit of an employee all property should be
mourned in. If an individual is caught D`vTI and they are drivers of county vehicles that
s grounds for immediate dismissal. Exit interview is required.

Assessor, and Thea Sovil-Caron Court Administrator.
