.~ alod3, 1 COMMISSIONERS' COURT CONVENED IN SPECIAL BUDGET WORKSHOP ON Monday, July 27, 1992 with all Officers' Present: An opened meetings was held concerning the following subject; A Budget Workshop will be held to review and discuss submitted budget requests. The Officials present were: Frances Kaiser-Sheriff, Paula Rector-'fax Assessor/Collector, Tommy Tomlinson-Auditor, Dorott,y Hilburn-Treasurer, Patricia Knox-J. P. Prect # 1, Linda Decker-District Clerk. Youth Exhibition Center - All bills are paid by the County. The contract we have with the Youth Exhibition Center states we should receive a financial statement. The rent is 5500.00 and out of this the air conditioning is paid. The electricity bill for a month is 526,880.00 is the amount of electricity that is needed for 1552-1953 Budget. Total budget for 19y2-155~i is 538,389.00. This past year over 5300,000.00 was taken our of surplus funds for this, that or the other. There was 5200,000.00 addition for Jut of County Prisoner Expense. There are some areas that are uncontrolaGle such as Court Appointed Attorney's, Indigent Health Care, and Jury Fund. There have been several request for extra people in various departments. Judge Stacy stated we needed to find extra money for our tax rate. He suggested t;iat Road ar,d Bridge cut there tax rate to 5."1 cents. Maybe i.C we did not replace people in the Road and Bridge Department and took two or three people out of the Clerk's Office we maybe able to stay with the same tax rate. These are only suggestions Gut we can't do anything about Court Appointed Attorneys', Indigent Health Care, and Jury Fund. Commissioner Morgan stated that there are only two variables, or,e being Tax Base, and Expenditures. For three years this budget has been cut to tF,e bare essentials.
