a.rnas. ~ ~~ COMMISSIONERS' COURT CONVENED IN BUDGET WORKSHOP SE6SION ON Tuesday, August 4, 1992 with all Officers Present: Court was opened with a discussion of the J. P. stating that salaries would be a bid decision. Constables budget and salaries were also discussed. The salary of a constable should be 512,450.00 per precinct which would entitle the constables to be paid 59.00 per hour which is close to what a deputy makes. This-, would not have any travel, car or gasoline expense included. Judge Ablea, Judge Prohl, Linda Uecker, Becky, Paula Rector, Barbara Nemec and Leonard Odom were p7~°;lsent in the Budget Workshop. Judge Ables addressed the Court asking for a TV, VCR, and Stand which would approximately coat 51,000.00. A metal Detector was discussed this may cost 52,900 to 53,100, but he did not know rhether this would be a walk through detector or a hand held detector. The hand held detector are more inexpensive but they are not sure rhether this 1s what they need. Judge Prohl addressed the Court asking for some shelves to be put in his office and in Judge Ables Office. The shelves they are currently using are not able to hold the volumes they have. Judge Ables also requested a Computer or word processor for his office, the Computer hardware that ie being used now is not Kerr County equipment. We did request 5500.00 last year for a Color Monitor, but we have not asked for Computer Hardware before. Court reporter and Coordinator are hoping for a pay increase of about 5~ as this is what most of the surrounding Counties are shooting for. We are collecting Court Appointed Attorney fees regularly. We do need S250.00 for part-time salary to be lncluded in our budget due to vacation schedules. This would be 8250.00 for each Court. We should discuss and reassess the hours our Auditor ie spending at work. We feel Tommy Tomlinson is a tremendous asset to our County and he does do an enormous amount to work, therefore xe feel his salary should also be looked at. The 51.500.00 should be put in Frankie Speakmon's Budget for the shelves that are needed. Linda Uecker addressed the Court about the Law Library. We have received Law books from people that no longer need them but the updates for these books ere killing us on cost. I figured we could buy a complete set of Law Books every two years for the coat re are spending on the updates. If I can get rid of some of the books we no longer use and sell them as 'surplus, I would make money and room for the new ones. In my budget I have requested some book shelves but we may not need them if I can sell the books that are no longer needed. I have some attorneys now that have expressed some interest in buying some of these books. PAGE 680 ~. Leonard Odom addressed the Court asking for a Secretary end Commissioner Holekamp'e opinion was no, but he is in favor of some cost of living raise for employees. Mr. Ddom was asked if he thought he could do repair work for the Sheriff's Office on their vehicles? Mr. Odom stated that he would probably need more man power to do this and that the road and bridge department was not equipped with a computer to do extensive repair work an the Sheriff's vehicles. The Court said that it would not be anything difficult, it would be oil changes etc. Mr. Odom said he would discuss it with the Sheriff. They are needing Bome furniture for the Office Maintenance Building and the response was that in the rarehouse we have some furniture that may be able to be utilized for this purpose. If it could not be used then maybe it could be sold and the money made be used for buying office furniture. The County Treasurer's Budget was addressed also. The Court diacusaed the resignation of Dorothy Hilburn. The budget that was handed in was cut 3% due to the Computer Maintenance being reduced, the Court discussed this and changed the line item to read 64,428.00 instead of 9920.00. The discussion of doing away with the deputies position andlor part-time position vas diacusaed. Barbara told the Commissioners' 1f they did away with the deputies position this would mean she would no longer have a job. But either way she may not have a job, if they did not accept the recommendation Dorothy has given them. Commlasloner Holekamp recommended they leave this budget alone until they could talk to Dorothy. The Court adjourned at 2:25 P. M. PAGE 681
